Another bad PAP policy is health care in SG. Reasons are:

1. Capping training of doctors to abt 300 per year for many years. This is not enough to replace doctors who leave public hospitals after their bond and senior doctors retiring, let alone cater to growth and career upgrading. This has caused a severe shortage of doctors in public hospitals resulting in bad working conditions for younger doctors.

2. Using Medisave to pay for hospital bills..this caused severe overcharging of medical services in public hospital and giving Singaporeans a false sense of affordibility

3. Inadequate provision of medical facilities and beds to cater to the greying of Singaporeans

4. Didnt plan for and cater to the increased demands in medical care as a result of huge influx of cheap foreign labour.

Past Health Ministers...HYC, GCT, etc, have been negligent...But most of all, GCT and LHL, as PMs, are liable for mismanaging SG's health care

1) Capping number of doctors showed that the pap lacked foresight and planning. The pap should know that 300 per year will not be enough and should have invested in capability building and increase the number of MBBS places in NUS

2) Using Medisave to help pay for health care is pure greed to enable the pap to subtly squeeze singaporeans dry of their savings. It is like boiling the frog

3) Not anticipating and planning for future infrastructural needs is incompetence. With all the govt information and statistics, how could MOH miscalculated so badly the future health care needs?

4) MOH is negligent in not providing the health requirement inputs and implications to the Cabinet when they deliberated on increasing foreign labour into SG in the early 2000s.

Yup! The cracks are widening and fault lines appearing at quicker pace. The PAP was basking in the short term successes of its policies and just based on that claimed that S'pore is a First World Country. Now the real consequences of their flawed policies are surfacing one by one and at times a few at the same time. Watch this space. More to come.

Kwa Soon Bee (brother of Kwa Geok Choo, and Lee Kuan Yew's brother-in -law) in 1993 who was the Permanent Secretary of Health then, reduced the number of medical degrees recognised by the Singapre Medical Council (SMC) from 176 to 28.

His reasoning was that he wanted to prevent an 'oversupply' of doctors. So by passing the Medical Registration Act (cap 174) 1993, only 28 medical degrees were recognised by the SMC for registration.

And of course in 1979, he was also responsible for putting a cap (limited to one third of the intake of each cohort) on the number of female medical students to pursue the MBBS course at NUS.

In short, he caused the shortage of doctors today in Singapore, so that is why you have Indian doctors whith Indian Medical degrees and PRC Chinese doctors with China degrees working in the restructured hospitals and polyclinics.

The local Singapore students (especially female students) who wanted to study medicine were not given the chance then. Now, today Indian and PRC doctors stand to gain by taking the places of these students then (who were not allowed to take up medicine).

The pap is in reactive mode . trying to patch up all the bad policies..but more cracks are showing

KSB was at fault...but the pap is more liable.

the pap determined the political and strategic goals for health care. KSB advised professional and implemented the political decisions

The protection of the elite class, whether in their incomes or their
privileges or that of their descendents is a manifestation of this tendency, that after so many years, is now embedded in the whole governance philosophy.

This is key reason why the Gini coefficient is so high compared to other countries of similar GDP per capita level. This is also the reason why, other that the few anecdotal exceptions used for PR purposes, the bulk of the population is socially immobile.

The main obstacle of mobility is the practice of deliberate segmentation through the education system. The common people and the poor depend on getting a good education to move up but places are limited. The elites do not need any help. They can send their children to elite schools overseas and if they do come back, these children become the chieftains of the new generation.

Another great post, Fook Seng. You summed up brilliantly the cause for many of S'pore woes that PAP chooses to ignore. It also led to the breeding of a group of S'poreans who view the less fortunate and less privileged as losers instead of having sympathy for them. One of such person is in NZ who goes by the name of Lexxxxxm.

It's true that this is a world wide problem. But the point here is that PAP made it much worse by placing a cap on locally trained docs. It points to the lack of vision by LKY. His failures are now cropping up here and there. Clear for all to see how poorly he conceives his policies and is not at all the visionary he claims to be. It's a total myth.

That's correct. What made it worse is that LKY kept gloating and boasting how visionary PAP is under his leadership and mentoring. With that, he managed to fool majority of S'poreans for a long time - 50 years. But things are changing as more and more of his ill-conceived policies are now taking a beating with the passage of time. If LHH continues in his father's vein, which seems to be the case, S'pore will indeed crumble as u had stated at another thread.

I foresee big problems ahead for SG. The killer policies are:

1. Influx of cheap foreign labour
2. Casinos and other legalised gambling.

The long term consequences can be debilitating and will be beyond redemption
