Parking policy 'can be tool to spur public transport use'

One way to encourage people to take buses and trains instead of cars into the city is to make parking spaces there even scarcer.

That will push parking charges up and force people to think twice about driving, said Assistant Professor Paul Barter from the Lee Kuan Yew School of Public Policy yesterday, pointing out that this was how other major cities around the world managed traffic.

The average monthly season parking fee in Tokyo and Hong Kong is around $920. For London, it is nearly $1,340. But in Singapore, the price of parking in the Central Business District (CBD) was $278.20 every month in 2011.

"In a city like Singapore where we are not trying to encourage car use, the parking policy seems to be inconsistent with the rest of the transport policy, in that we're trying to make sure there's enough parking," said the parking policy expert.

Let's sump up total estimated cost of car ownership in Singapore in 1st 10 years...

Start with <1600 cc car: -

1) COE - $80,000 for 10 yrs ---> $668 per month
2) OMV, ARF etc. - $50,000 for 10 yrs ---> $415 per month
3) Parking fees at home and office CBD area ---> $70+$280 per month
4) Road tax - $720 yearly ---> $60 per month
5) Vehicle inspection fees at interval of 3rd, 5th, 7th and 9th yr - total $400, monthly spread out at $3.50

Then, the total cost could be $1,396 per month over the car ownership for 10 years.
It does not include ERP cost, various costs depending on car usage and repair.

After 10 yrs ownership, you get back at about $10,000 ---> monthly $95.

And, do not forget the basic economics .... the present value of upfront COE and ARF costs shall be much greater > 2 times? at the end of 10 years.

The best model to compare the car ownership costs is yearly cash flow and layout over 10 yrs, accounting with compound interest.

However we should be happy if pappies charge those level of parking fees and then, make Sinkie land higher, highest and highestest living cost, which may escalate into their vote losing below 2/3 majority.

In fact, many HDB dwellers were asking in the past about HDB parking fee structure.
Why can't they park their cars at any of the HDB car parks?
Why does HDB allow free parking for certain members? Etc.
