It's amusing how the smallest, most mundane policies and guidelines can be the hardest to follow. One might say that it's ridiculous and petty, that it shouldn't be a big deal; but on the flip side, it also shouldn't be a big deal to do the right thing.
What it really boils down to is social indifference. It's a growing epidemic.
It's also amusing how these smallest, most mundane policies and guidelines can be blown up to unreasonable proportions. Maybe a legislative body that denounces, perhaps unintentionally, a middle-aged woman enjoying an otherwise harmless confection as a criminal is missing out on the bigger picture?
This nation finds itself in a truly interesting predicament involving an overly scrutinising governing body and socially indifferent people.

Deanna, you are wrong. those people are too wealthy, and they hate the homogenous life. what is the small fine to them? it will be more thriving if fine increase 100 times! sucking a candy fine 3k. drink plain water fine 10k, shit in the train.. er.. no fine yet?
 
Singapore has always been pedantic. You can get fined for eating sweet on a train but you can easily get away with physically assaulting someone.
