They won't pay fully. Just partly. If it's due to operator error, maintenance or faulty plane.
Insurance will compensate fully with international norms if it's due to natural phenomena.
It's fault in the plane or pilot error that brings the incident beyond the scope of an Act of God; it's fault in the plane or pilot error that negligence can be attributed to the airlines. A pilot error is even more obvious and SIA cannot absolve itself because SIA is vicariously liable for the tort of its employees.
