Quick action could have reduced number of spa victims

I WAS one of the lucky customers who grew suspicious about the behaviour of beauty chain Wax in the City's management early and managed to salvage my remaining package value before the whole saga spun out of control ('Yet another beauty chain closes suddenly'; last Thursday).
Although I was able to get a refund, I am upset I was not able to prevent more victims from losing their money.
I had actually filed a report with the police (Jurong West branch) at the end of January in the hope that investigations could be carried out. But the police said there was nothing they could do at that time because of lack of evidence to start an investigation.
I was advised to approach the Consumers Association of Singapore or the Small Claims Tribunal to seek a refund, and to persuade more acquaintances who were in the same boat to make a police report.
If an investigation had been made after my report, Wax in the City would not have been able to sell its packages to more people until its last day of operation.
