日本下马陆基宙斯盾系统 为何还会影响其航母梦

原定将部署于秋田县与山口县的,两座用于拦截中国和朝鲜弹道导弹的“陆基宙斯盾”,黄了!

作为“防卫新大纲”时代,陆上自卫队承担弹道导弹防卫任务的重要标志,“陆基宙斯盾”的身影,正式出现在2017年底发布的2018年度防卫预算草案当中。按照原计划,两座“陆基宙斯盾”将与海自的8艘“宙斯盾”驱逐舰和空自的“爱国者”地空导弹——后两者均可机动部署,共同担负起日本弹道导弹防御的任务。

作为经历了三任防卫大臣——小野寺五典时代进入预算、岩屋毅时代敲定选址、河野太郎时代正式告吹的项目,下马时尚未开工的“陆基宙斯盾”项目在推进过程中,就遭遇过许多问题。比如此前,“陆基宙斯盾”就曾经爆出过选址勘察时,原始资料中地形数据与实地数据严重不符的尴尬情况。

此次在日本防卫省发布的官方公告中,对停止配备“陆基宙斯盾”给出了如下理由:作为大气层外高空拦截弹,“标准”-3系列导弹均有起飞助推器,虽然体积并非很大,但重量也有200公斤左右;不同于从“宙斯盾”舰发射时,助推器会落入海中,从“陆基宙斯盾”设施中发射的导弹,助推器就有可能落在岸上砸坏花花草草,由此引发了地方自治体和附近居民的担心。

这个看上去如此低级的理由,为什么一直到现在才被拿出来呢?其实早在项目敲定前后,防卫省曾在向地方解释时表示,可以通过“一些手段”将助推器的下落控制在演习场内部或者海上——就像一些民用运载火箭发射那样;但事后在与美国联合推进该项目时,却发现由于美国压根没考虑过这个问题,要确保助推器落在演习场范围内或海上,需要对含软件与硬件在内的设施系统进行全面大幅修改。。。。。。

反正按照官方说法,正是因为考虑到解决问题所需要额外耗费的金钱与时间成本,防卫省才决定停止继续配备“陆上宙斯盾”系统。不过同时也有说法称,由于日本采购的“陆上宙斯盾”,将使用由洛克希德·马丁与富士通联合研制的LMSSR(美军编号AN/SPY-7),而非现成的SPY-1D(罗马尼亚那个“陆基宙斯盾”用的就是这个)或SPY-6作为主雷达,但由于富士通方面进度滞后,使得联合研发和后续测试受阻,同样在难以按时交付的同时造成了成本上涨。

其实明眼人都可以看出,日本“陆基宙斯盾”所部署的两个位置,很难说是为保卫日本本土所选择的最佳位置,如果按照日本官方“‘陆基宙斯盾’是应对朝鲜导弹对日本的威胁”这一说法,位于日本东北地区秋田县和西南地区山口县这两座设施,恰好处在朝鲜到夏威夷、朝鲜到关岛的直线路径上,而日本最重要的东京、大阪都市圈反而“露了出来”。

虽然理论上说,借助LMSSR雷达的引入,从长远看能为日本未来水面舰艇发展提供一个强有力的竞争选项;然而就眼下这个部署位置,再考虑到“标准”-3导弹作为一种大气层外高空拦截弹,本身也更适合在飞行中段拦截弹道高度较高的远程导弹,“陆基宙斯盾”自然引发了日本国内“花了大钱难道就是为了守卫美国领土吗”的广泛质疑。

更糟糕的是,随着近年来朝鲜战术弹道导弹技术的不断进化,初步掌握了压低弹道并在末端二次拉起的技术,这就严重压缩了“标准”-3这种高空拦截器的使用范围。相比对抗使用传统弹道的老式弹道导弹时,“陆基宙斯盾”拦截新型导弹的范围将会急剧缩小,很可能真的就彻底管不到两大都市圈了,甚至可能会正如附近居民所担心的那样,反为当地招来“杀身之祸”。

对于短期内难以继续推进“陆基宙斯盾”项目的日本来说,海上自卫队现有的“宙斯盾”防空导弹驱逐舰仍然将是日本仅有的大气层外高空反导手段。就在宣布取消“陆基宙斯盾”的第二天,海上幕僚长山村浩在接受记者采访时表示,将继续集中精力,确立8艘“宙斯盾”防空导弹驱逐舰的体制,并以此应对包含弹道导弹防御在内的各种事态。

然而这种缺点也是显而易见的,首先“陆基宙斯盾”可以7×24小时不间断值班,无需考虑出海对人员造成的疲劳、也不需要像舰船一样需要频繁维护保养,更不用担心因天气原因造成的恶劣海况影响工作,而执行任务必须出海的“宙斯盾”舰就做不到了。至于是否将来要在现有8艘规模上,增加“宙斯盾”舰数量,山村浩表示,如果增加新的“宙斯盾”舰,需要招募更多的舰员,“这是一个需要解决的问题”。

众所周知,近年来刚刚制定的新防卫大纲与中期防卫力整备计划当中,海自已经确定了海上自卫队主战驱护舰艇的54艘体制规模,长期严格遵循“一个萝卜一个坑”的海上自卫队,其4个主力护卫队群中的8艘防空导弹驱逐舰,即将在明年DDG-180“羽黑”服役后实现“全盾化”。

本来在此前的分析中,外界认为,随着“陆基宙斯盾”的加入,海自的“宙斯盾”舰将至少有一部分从反导任务中解放出来,真正成为海上自卫队远海机动力量的指挥核心。但现在这个情况下,如果海自的“宙斯盾”继续维持8艘体制,那还得与反导任务深度绑定,严重影响海上自卫队的海上机动作战指挥能力。

而如果强行扩充“宙斯盾”舰的数量规模,首先需要解决的就是要提前修改执行还没多久的防卫大纲和中期防;在这种情况下,无论是调整护卫队群内“宙斯盾”舰与通用驱逐舰的比例,还是额外组建新的护卫队群,都将耗费巨大的精力与财力,甚至有可能影响海自未来转型最重要的象征——“出云”和“加贺”航母化改装的费用和进度安排。
