Hope they use firms with real international expertise instead of giving it to some GLCs, ST comes to mind.

$125M is fine if it allows for future planning for drainage projects. Also place all info on website for all Singaporeans to view. Certain area that will not be considered flood zones may need some investments in infrastructure and Gov can help with subsidies or matching grants.

I believe this cost is just for the study, not the flood alleviation construction work, potentially much more than that.

This is all about the penny wise, pound foolish approach that our stupid but highly-paid civil servants take when trying to 'solve' problems; about how they found cheaper, betterer, quickerer solutions and therefore qualify for higher 'perfomance' bonus. If the appropriate maps had been used in the first place, we won't be in this kind of situation now.

Remember HDB's 'solution' to the night/overnight parking woes? Raise the charges and problem solved! They are not even vaugely conscious that people still have to park their cars when they go home. Meantime, CEO gets another 'great performance' bonus for the extra revenue generated.

I know this is just a study. But it is impt to have a detailed study by some independent org before we spend the billions to up grade our drainage. The last thing is to have some glc plus some ex general to steer the study and make a mockery of the whole thing. Any independent org will also let us know if the barrage is one of the problems.
