All employers in Singapore must fairly consider formal requests from employees for flexible work arrangements (FWAs) starting from Dec 1, 2024, according to the new Tripartite Guidelines on Flexible Work Arrangements. The guidelines were unveiled during a company visit to a McDonald's outlet attended by the tripartite workgroup co-chairs.

Employees whose employers did not adhere to the guidelines can approach the Tripartite Alliance for Fair and Progressive Employment Practices for assistance on formal FWA requests.Responding to queries from The Straits Times, the Ministry of Manpower said the guidelines set out best practices in developing trust and mutual understanding between employers and employees.

These resources will be progressively rolled out from May 2024.

My friend is in HR said that they received some tripartite announcement about this, yesterday afternoon. Full details a month later but there's the summary:

Flexi-work includes WFH, go home earlier or start work later, etc.

Flexi-work arrangement is like U-turning on road:
- Last time, if the road has no U-turn sign, u can U-turn at your discretion (employer's discretion).
- Now, MOM requires the road to explicitly indicate whether each junction (each job role, position), can U-turn or not.

This is not an issue for Companies hiring new employees as all they have to do, is to explicitly indicate working hours, terms, OT under flexi-work arrangements, in the employment contract.

But for those currently employed, government wants all employers to "negotiate" with staff on the flex-work arrangements from December 2024, most HRs will stipulate these in black-and-white in employment contract.

"negotiate" as in offer an official process to fairly consider formal requests from current employees for flexible work arrangements and provide proper explanation to current employees why they cannot enjoy flexi-work arrangement.

Tips:
To be fair, she said this is a major issue for in any large company or organization, HR should be obliged to commence such discussions to you.

Rightfully, companies must be fair and offer similar package to staff in the same role, therefore don't need to be the hero and be the first to ask for flexi-work.
