I don't think this is true. Because if it is, the talibans will create a uprising. And no country will want ton ecognise nor cooperate with them in nation building.
The spotlight will then focus on Pakistan who supported them. With retaliation

The original source appears to be from a Persian version of The Independent UK (probably one of those dissident news channels banned in Iran) quoting an unnamed person who made the claim. The original report also made no mention of any attempt by the reporter to verify the claim.

Can't say it's fake news for sure, but definitely very dubious. I notice most of these Taliban sensational "breaking news" are often shared by US/UK news channels or social media celebrities who have close ties with US/UK government or NGOs. The modus operandi is to say they have breaking news from some secret anonymous person whose identity they cannot share because of security issue.

This makes it hard for anyone to verify and even in the unlikely event that it gets disproven, the fake news perpetrator can always push everything to a random anonymous entity and claim they were just reporting on 2nd hand information.
