There is absolutely no contradiction. If YSL had been impeached, the full relevations of his adultery would be made known, he would be forced to step down and Low TK might even be implicated for withholding information. By-election would then be necessary.
But now that Low TK has made YSL the goat to possibly cover up his selection mistake and score cheap political points, PM Lee is not obliged to call for by-election and allow Low TK's evil ploy to succeed.

Afterall, it is the WP who screwed the Hougang residents and the retarded gullible Opposition supporters. It would not be fair to ask all Singaporeans to foot the bill for WP's incompetence!
