  在印度海军扩充实力的过程中,掌握一定数量的核潜艇部队是和打造航母编队一样的要事。但横亘在印度人面前的又是老生常谈的问题:自己水平不够,造不出。毕竟核潜艇这个东西,不像常规潜艇,出了事问题很严重,对可靠性要求很高。

  最终,印度人走上老路——买。这种技术水平的武器,西方是不愿给印度的,最终也只有俄罗斯松了口。不过,俄国人看来是想狠敲印度一笔,知道印度没别的渠道了,便狮子大开口起来:先不卖,只出租核潜艇给印度使用,由此赚长线的钱。经过一番谈判,俄罗斯先进的阿库拉2型核潜艇的猎豹号被出租给了印度。租期10年,各项费用20多亿美元,约合140亿人民币左右。

  10年租期到期后,印度可以选择续租、归还或者干脆买下来,俄罗斯方面还可以提供技术升级服务——为什么俄罗斯不愿意一开始就卖呢?租金、维修费都是可赚钱的地方,俄国人也算是对此挖空心思了,反正除了俄罗斯,核潜艇印度从别处没有渠道搞,独家生意。不过,印度人的“能力”的确超过了俄国人的预期。2012年双方谈妥,随后开始人员的训练、日常维护技术的传授和交接,2014年开始正式在印度军队中服役。到今年为止,已经过去三年了。

Poor maintenance of submarines and warships is crippling India’s navy

Six months after a massive explosion sank a submarine, Sindhurakshak, a fire inside another, Sindhuratna, and the immediate resignation of navy chief Admiral D K Joshi are a grim reminder that all is far from well with India's navy. Joshi's prompt resignation, owning moral responsibility, is praiseworthy. But 12 mishaps involving conventional submarines and warships in a span of seven months could potentially cripple the navy's operational capabilities. This may also severely impair India's ambitions of becoming a strategic blue-water power able to operate far beyond its extensive coastline.

The damage to Sindhuratna, caused by a fire in the submarine's battery kit, is one in a series of frightful episodes which point to a troubling question: how well is the navy, which seeks to play a dominant role in the Indian Ocean, Arabian Sea and Bay of Bengal, equipped to maintain its assets during peacetime? Not very well, as the number of maritime mishaps and subsequent lack of corrective action indicate. Sindhurakshak, Sindhuratna and Sindhugosh (which ran aground in January because of high levels of silt near the harbour) are Russian Kilo-class submarines that were to form the backbone of India's conventional submarine force.

More than half of submarines have completed 75% of their operational lives. Long before Sindhurakshak went out of action, only six of India's 14 submarines were operating at any given time. Effectively, very few guard the coastline. The navy's plans to build, with French assistance, a new class of conventional submarines called Scropene have been delayed. Leave alone the rapid expansion and modernisation programme envisioned in the face of concerns about China's naval ambitions, India's navy is obviously failing to preserve even those of its vessels that are still seaworthy.

Passing the buck to bureaucrats or political leaders does not hold much water here. It will serve India's defence establishment well not to brush its own failures or lapses under the carpet and thoroughly investigate recent accidents, which have caused an unacceptable depletion in the navy's force levels. Next, naval headquarters and defence ministry must act in tandem to replace aging platforms by inducting state-of-the-art vessels, submarines as well as warships, besides avoiding delays in commissioning indigenously built nuclear submarines. Any deviation from these core issues bedevilling the navy will defeat the maritime doctrine that sought to enhance India's status as a regional naval power.

NEW DELHI (AP) - Indian navy divers on Friday recovered four severely burned bodies of sailors who had been trapped inside a submarine damaged by twin explosions, officials said. The navy said it was doubtful that any of the other 14 sailors aboard survived.

Naval spokesman Narendra Vispute told reporters that the condition of the bodies suggested that all 18 sailors aboard were killed in the explosions in the sub's home port of Mumbai. Three bodies were recovered Friday morning and a fourth was located later in the afternoon, a naval official said on condition of anonymity because he wasn't authorized to speak to reporters.

"The bodies are severely disfigured and not identifiable due to severe burns," Vispute said, adding that DNA tests would be used to identify the bodies. "However, the navy will continue to search every inch of the submarine until no bodies remain to be found.

The 16-year-old diesel-powered, Russian-made submarine, INS Sindhurakshak, was rocked by two explosions in the torpedo compartment that sent huge fireballs into the air. The vessel was partially submerged at Mumbai's naval dock, with a portion visible above the waterline.

Reaching sailors trapped in the crippled, water-filled vessel was made all the more difficult because the heat of the blast melted some hatch doors shut. The navy said there has been no contact from any of the sailors - not even a knock on the hull - since the accident occurred.

A press statement from the navy Friday said that while divers had been working around the clock to reach the compartments of the submarine since the explosions occurred, search efforts were hindered by the "oily and muddy waters inside the submerged submarine resulting in total darkness and nil visibility within the submarine even with high power underwater lamps."


Twisted metal restricted space in the interior and resulted in search and rescue efforts being "very slow and labored," allowing only one diver clear access at a time, the statement added.

The same submarine was hit by an explosion in 2010 that killed one sailor and injured two others. The navy said that accident was caused by a faulty battery valve that leaked hydrogen, causing an explosion in the vessel's battery compartment. There have been no details on what caused this week's blasts.

The sub recently returned from Russia after a 2 1/2-year refit, overhaul and upgrade and had been certified for use by the Indian navy.

Russian ship repair company Zvyozdochka said the blasts were unrelated to its repair work.

NEW DELHI — Indian navy divers have entered a crippled submarine hit by twin explosions but have yet to reach any of the 18 sailors who are feared dead inside the vessel, a naval official said on Thursday.

The Russian-built submarine had also been damaged in a deadly explosion in 2010 and had only recently returned to service.

Prime Minister Manmohan Singh said he was deeply pained by the deaths in Wednesday’s explosion and fire.

"Eighteen brave sailors are feared to have lost their lives," he said in brief comments on Thursday during a speech to mark the anniversary of India’s 1947 independence from Britain.

"We pay homage to these brave hearts we have lost."

The navy official, speaking on condition of anonymity because he was not authorised to speak to the media, said water was being pumped from the flooded diesel-powered submarine so it could be raised completely to the surface. It is partially submerged at a dock in a Mumbai navy base, with a portion visible above the waterline.

He said there had been no contact with the sailors since the explosions, which lit up the sky above the base. The official said there appeared to be no way the sailors could have survived the intensity of the blasts and fire.

"We hope for the best but we have to prepare for the worst," navy chief Adm DK Joshi told reporters on Wednesday in Mumbai.

The explosions in the submarine’s torpedo compartment sent a huge fireball into the air and sent nearby sailors jumping into the sea in panic. It is shaping up to be another embarrassment for India’s military, which has been hit with a corruption scandal as it races to modernise its forces.

A retired navy vice-admiral, SCS Bangara, said the trapped soldiers’ chances of survival appeared to be remote.

"There would have been signs of life through tapping of the hull by the sailors, which is a known procedure for the rescue of sunken submarines," he said.

Because the submarine was docked, navy watchmen were on the submarine rather than the normal crew, Adm Joshi said. At least some weaponry exploded in the near-simultaneous blasts, he added.

A video of the explosions filmed by bystanders showed an enormous ball of red and yellow fire rising high into the air. About a dozen fire engines rushed to the dockyard and extinguished the fire in about two hours, officials said.

Navy spokesman Narendra Vispute said the cause of the explosions was being investigated.

The sub recently returned from Russia after a 2½-year refit, overhaul and upgrade, said Rahul Bedi, an analyst for the independent Jane’s Information Group. Adm Joshi said it returned to India in April, and had been certified for use by the Indian navy.

Russian ship repair company Zvyozdochka said the blasts were unrelated to its repair work.

"According to the members of our warranty group, the vessel was functioning properly and had no technical faults at the time of the incident," the Interfax news agency quoted an unidentified company representative as saying.

Zvyozdochka said the submarine had been "in active use" and had logged 24,000km on three missions.

Wednesday’s accident comes at a time when India is facing a shortage of submarines because of obsolescence, Mr Bedi said.

The government has authorised the navy to have up to 24 conventional submarines, but it has only 14, including eight Russian Kilo-class and four German Type HDW209 boats. Mr Bedi said five of those will be retired by 2014-15.

In 2012, India acquired a Russian Nerpa nuclear submarine on a 10-year lease at a cost of nearly $1bn. India also has designed and built its own nuclear submarine. The navy activated the atomic reactor on that vessel on Saturday and could deploy it in the next two years.

India has steadily built its naval capabilities in recent years, spurred by its rivalry with neighbouring China. But the country’s military has encountered scandal as it attempts to bulk up.

In February, India put on hold a $750m deal to buy helicopters from Italian aerospace and defence giant Finmeccanica and its British subsidiary, AgustaWestland, following charges of kickbacks and bribes. Three of the 12 helicopters were delivered in December 2012 and the rest have been put on hold.

The former head of Finmeccanica, Giuseppe Orsihe, is facing trial in Italy for his alleged role in the payment of bribes to secure the helicopter contract.

The nuclear submarine ‘Chakra III’ will take six years to complete and India is keen to embed shipbuilders during its refitting

India is moving ahead with its plan to lease a third nuclear attack submarine from old ally Russia for an estimated $ 2.5 billion. This will include the refit of the boat at a Cold War-era shipyard followed by a ten-year deployment with the Navy.

The lease plans and discussions are being kept under wraps by both sides but ThePrint has learnt that work is on at a fast pace since the agreement was signed in October last year.

Tentatively being called the ‘Chakra III’ – India has leased two nuclear-propelled submarines from Russia in the past, including one currently in service – the project is likely to take over six years to be completed at a Russian shipyard.

Sources have told ThePrint that an Indian team that visited Russia has inspected and identified the hull of a Project 971 submarine that will be modernised and undergo a thorough refit to convert it into a modern nuclear attack boat.

Negotiations are currently on to embed a team of Indian shipbuilders to go through the refit process – which will basically build up the entire submarine again from an empty hull – to give them hands-on experience with complex submarine technology.

The refit will be carried out at the Russian shipyard town of Severodvinsk, where Indian aircraft carrier INS Vikramaditya was also constructed. According to officials involved in the project, it would take 78 months for the project to be completed.

The one factor the Indian side needs to work on is that the government needs to pay for both the refit and lease of the submarine – something that will require a deviation from set financial rules.

The decision to go in for a deep refit of an existing submarine was taken because building a new one could have cost twice as much. The Project 971 submarine will be taken off from the Russian Navy for the lease.

There has been no announcement yet on which particular submarine would be refitted, but reports have named the Kashalot (K 322).

However, sources have told ThePrint that the two Project 971 submarines that are presently docked at Zvyozdochka shipyard in Severodvinsk are the Samara (K 295) and Bratsk (K 391), both of which were transported there in 2014. Indian teams are believed to have inspected both hulls.

The refit and lease of the Chakra III is particularly important for India that has cleared a project to construct a new line of nuclear-powered, but conventionally armed submarines (SSNs). The mammoth plan, expected to cost over $12 billion, is for six modern vessels to be made in India – which will require trained shipbuilders and design help.

The first official comments on the plan came in 2015, with a senior Navy officer revealing that the design work had started on the project, and the aim was to come out with a new class of submarines within 15 years.

  租给印度的核潜艇原名为:“猎豹”号,编号:K-335,现更为“查克拉-2”号,1992年开工,2001年底服役,2012年交付给印度。其水面排水量7500,水下9500吨,全长110米,全宽 13.5米。采用一座压水反应堆,单轴推进,配有7叶螺旋桨,水面航速20节,水下则可达33节,几乎可以与反潜鱼雷比速度了。

  “阿库拉”级采用了良好的水滴状外型,在艇体结构上为双壳体。其中里面一层为耐压壳体,用钛合金制造,为保证其下潜深度达到650米,即使在今天,世界上绝大多数反潜武器的打击深度和核潜艇的下潜深度均不超过500米。安装4具533毫米鱼雷发射管和4具650毫米鱼雷发射管,可以发射多种鱼雷及潜射导弹,但是俄方到底随潜配备了什么武器尚不而知。

  印方在使用后,也是评价不错,以至希望再租借一艘,以便同时拥有2艘核潜艇,至于国产核潜艇只能算技术试验艇。没想到,最近,“猎豹”号发生事故,位于前段鱼雷发射管下方的,主动声呐耐压壳被撞坏,已经停航超过一个月,正在修理中。

  这意味着,潜艇撞到海底了,让人相当无语的事情,这类事故太少见了,潜艇不说有专门的防碰撞声纳,更要有精确的海图,“阿库拉”2型配备有大量的声纳、导航等设备,如果说因设备问题造成问题,那似乎就是笑话了!主因可能就是事故由人员的问题造成的,已接收“猎豹”号超过5年,印方人员依然没能完全掌握操作能力,让人无语。
