我们经济表现糟糕的第二个原因是医疗和教育薄弱。印度在联合国“人类发展指数”排名中位居第131位，而中国居第89位。印度在“全球创新指数”中排名第66，而中国排在第25位。这种差异不是小事。笔者认为，造成这一问题的主要原因还是官僚对医疗和教育的控制。
另一个主要不同是政府治理。在中国，执政的一直是中国共产党，而印度由民众选举产生的政府统治。这就造成印度政府每隔五年就向选民提供“免费赠品”。但其影响被夸大了。国大党政府依靠农村就业计划（MNREGA）等举措赢得了2009年的选举。但是，MNREGA的总支出仅占政府总支出的1%，而政府公务员的工资和养老金支出则超过50%。
