PAP is preparing for their inevitable fall and considering their pain in the bleeding ass, they are trying to help the more PAP-friendly oppositions, so that their bleeding ass can be more cushioned after the final impact of the fall. The more hostile opposition is what PAP is really afraid of. They don't want their ass to be fed to the gruesome beasts which are awaiting to tear and rip up every PAP.
