Are you suggesting that both lights turned green at the same time? This is a very serious allegation as this means that the traffic management system cannot be trusted. I thought it was very clear the farking Lexus driver was drunk. You a friend of the Lexus guy?

after looking at a video footage of an accident which occurred at 3am this morning along the Victoria Street & Rochor Road junction, may i strongly suggest that the traffic light between Bugis Village and Bugis Junction be fixed?

when a driver is driving along Victoria Street after the Middle Road junction (in the direction towards Kallang), the 2 traffic lights are giving confusing signals to him/her. the traffic light at the Rochor Road junction may show red whilst the traffic light between Bugis Village & Bugis Junction may be green.
this is especially so at night, if the switching of the signals are not timed and when no one is pressing the button to cross the road.

granted the driver should be sober, sane and in control of his mental faculties. but aligning the two traffic lights to show the same colors at the Rochor/Victoria junction and the one between Bugis Village and Bugis Junction wouldn't be that difficult, or is it? :confused::confused::confused:

I am not from LTA. Aligning the two traffic light system is not as simple as it seems. The human traffic flow from Waterloo to Bugis and vice versa is different from the one further up. Furthermore, this may affect the upstream and downstream traffic lights. So should LTA sync which traffic light to which traffic light?

To suggest that the traffic light be fixed at this juncture is to imply that it is the cause of the two accidents. Maybe LTA should look into it later on but we must place the blame for the accidents on the right causes: which is that two idiots.

me agree that the two idiots are the ones responsible for the accidents, video evidences are clear. my purpose of the suggestion aims to reduce the confusion at this stretch of the road, in hope to reduce any occurrence of another accident at the same junction, notwithstanding there may be yet another drunk driver replicating the same stunt.

on a side note, drunk drivers should be banned from driving for life. want to drink, don't drive; want to drive, don't drink.
 
suggestion: get it fixed to show red when the lights at the Rochor Road junction is red (in the direction towards Kallang), only allow it to be green when the lights at the Rochor Road junction turn green (in the direction towards Kallang)

SINGAPORE: The Land Transport Authority (LTA) said it would synchronise the timings of the traffic lights at an area where two accidents happened within a span of just two weeks.

The traffic signals at the junction of Rochor Road and Victoria Street and the pedestrian crossing linking Bugis Junction and Bugis Village will now turn green at about the same time.

LTA described it was implementing the change, based on suggestions from the public, as an "added precautionary measure".

The change comes amid calls for improvements to the traffic signals at the junction of Rochor Road and Victoria Street, which was the scene of two accidents which saw three dead and three injured.

The first accident on May 12 involved a speeding Ferrari, while the second accident on May 26 involved a Lexus. Both cars crashed into taxis.

Both accidents happened in the wee hours on a Saturday and involved cars travelling in the same direction.

Dr Lee Der-Horng, associate professor of civil engineering at the National University of Singapore, said the timing of the traffic signals might have been a factor in the accidents.

"One possibility is at the pedestrian crossing, maybe the driver tried to beat the yellow signal. So after he travelled the 50, 60 metres, when he reached the major intersection, the traffic signal already turned to red," he said.

"So it becomes a case where he beat the red light, so therefore the accident happened."

Dr Lee said besides the traffic signal timings, overhead traffic lights would give drivers a better view of the signal

"This intersection is actually satisfactory, from the safety's point of view, from the sight distance," he said.

"The only thing that could possibly improve the safety for this particular intersection is, we can probably add one more cantilever type of traffic signal, or the overhead type of traffic signal at the major intersection."

However, the Land Transport Authority said its planning engineers found no issues with the existing traffic scheme at the location.

"Our traffic planning engineers have driven through the junction of Victoria Street and Rochor Road during the day and in the middle of the night, to film the line of sight from a driver's perspective," LTA said.

"The traffic planning engineers have conducted a careful evaluation of the traffic signal configuration, and assessed that there are no issues with the existing traffic scheme at that location."

LTA said the traffic lights at the junction are distinct and can be clearly seen by the driver, whichever lane they are driving on.

The Singapore Road Safety Council has said it will consider the need to tighten specific road safety measures, after police investigations into the two accidents are completed.

There is no amount of signalling that can help if they are :

  • fast car drivers
  • drunk

Consuming alcohol can have short-term negative affects on vision. For a low blood alcohol level, visual performance is less affected by the visual changes than by alteration in brain functions [1]. Brain functions can be impaired by alcohol within minutes of consumption since alcohol is absorbed in the blood and the brain is supplied with more blood than other organs.

When the legal blood-alcohol level is reached and surpassed, depth perception and night vision are affected. It becomes impossible to accurately judge how far away objects are when depth perception deteriorates. Vision becomes blurred or you may see double since eye muscles lose their precision causing them to be unable to focus on the same object.

Alcohol affects night vision by keeping the pupils from adapting from darkness to light. The oncoming headlights of a car will cause a drunk driver to be dazzled much more severely than a sober driver. Alcohol consumption also produces tunnel vision and can make night blindness worse [2].

Contrast sensitivity can be reduced preventing an intoxicated driver from detecting obstacles in his field of view in some situations. A reduction in contrast sensitivity combined with changes in ocular-motor control and attention deficits may have a strong effect on performance while under the influence of alcohol [3]. During the daytime, under normal driving conditions, reduction in contrast sensitivity might not cause any problems. In more unfavorable conditions, such as fog or at night, alcohol can reduce the visibility of an object to the point of being below the threshold of detectability. Under conditions where an object is moving rapidly with respect to the driver or flickering quickly this deficit is likely to be enhanced [4].

Alcohol adversely affects performance on many tasks. At moderate blood alcohol levels and possibly lower levels, a slowed perceptual speed is a component of the task performance [5].

Sometimes seminars are given by local fire or police departments for high school and college students where “Fatal Vision” goggles are used to simulate some of the effects that alcohol has on vision. These goggles give the wearer a blurred and distorted impression of the world around them. When asked to do simple tasks such as dribbling a basketball the goggles made it almost impossible which hopefully leaves a lasting impression of how severely vision can be affected [6].
