A man was driving along Tanah Merah Kechil Avenue when he witnessed a woman walking a golden retriever

Speaking with Mothership, the driver Simeon said the incident occurred right outside Casa Merah at around 9:25am on Dec. 11.

He added that he felt frustrated that the woman "couldn't be bothered" when he questioned her about her actions and continued using her phone.

"I'm sharing this in hopes that the owner sees this and can ensure the dog's safety... This is not to shame, but to protect the dog and raise awareness."
