It does not say that asymptomatic cases are rare you twit. What WHO says is that asymptomatic cases rarely transmit the virus so there is no need to worry about them.

What is their basis for making such a claim?

Will there be another flip flop like being slow to ban travel (like Wuhan residents in the beginning) and the mask issue etc?

Don't think WHO's credibility is grade A.
