The police arrested three men believed to be loan shark runners in two separate operations against unlicensed moneylending.
Both were conducted in Serangoon North.
In the first, on Wednesday afternoon, two Chinese nationals were nabbed in Serangoon North after officers found them carrying a bag containing bicycle locks, combustible fuel and debtors' records.
The police added that the men aged 23 and 26 were recruited for the harassment in China. Investigations on their agent are ongoing.
In another operation conducted on Thursday morning officers arrested a 29-year-old man after finding a handphone containing suspected debtors' records, markers and Automated Teller Machine cards in his possession.
