29 Women & 2 Men Arrested During Raid Along Middle Road On 3 Sep​

Singapore may be able to boast a low crime rate, but illicit activities still occur on our streets from time to time.
Recently, the Singapore Police Force (SPF) conducted a raid on several public entertainment locations along Middle Road in Bugis.
They found 29 women allegedly providing hostessing services and working without a valid work permit.
The women, alongside two men, have now been placed under arrest for violating the Foreign Manpower Act.

In a press release dated 6 Sep, SPF announced the arrest of 29 women and two men during a raid along Middle Road.

The Central Police Division and Criminal Investigation Department conducted the raid on public entertainment outlets on 3 Sep.
During the joint operation, they arrested a total of 31 people. Of them, 29 were women aged 20 to 33 who allegedly provided hostessing services.
Police placed them under arrest for working without a valid work permit under the Employment of Foreign Manpower Act 1990.
Officers also arrested two men, aged 31 and 35 respectively, for offences under the same act.

Police found both outlets, which allegedly provided hostessing services on their premises, to have contravened the Public Entertainment Act 1958.

SPF reminds public of laws surrounding public entertainment​

In light of the arrests, SPF reiterated the laws surrounding public entertainment and the employment of foreign manpower.
The Public Entertainment Act 1958 states that anyone providing or assisting in providing public entertainment in violation of the act will face a fine of up to S$10,000.
Employing a foreign employee without a valid work pass similarly violates the Employment of Foreign Manpower Act 1990. Employers found contravening the act will face a fine of S$5,000 to S$30,000, a jail term of up to 12 months, or both.

The same act also entails a jail term of up to two years, a fine of up to S$20,000, or both for those found employed without a valid work pass.
SPF added that they will continue to conduct regular enforcement checks on public entertainment and nightlife establishments.

Sheer waste of time when the same resources should be deployed to patrol our housing estates or protect our children in schools /places of learning

Such actions by SPF, while is an efficient national security institution, it like every other institutions, are riddled with zealots, to please the many right groups such as women's rights, whom do not see further than the length of their noses - solve a small issue but unaware that it WILL lead to another BIGGER issue for the sustainability of our Nation. In reality, the situation for those hi end KTVs required our SPF intervention. For those whom know or were customers of that KTV, they were practically scammed, & had reported to SPF for help. The security requirements of a nation is huge, & SPF has their hands full over many other critical issues, & certainly can't afford resources to monitor EVERY issue. The taxpayers' fund & budget would ballooned. However, as there had been reports, not just 1 or few cases, but SYSTEMIC scamming, SPF had to intervene, & not by a raid, but by allocating resources to INVESTIGATE the reports first.

Based upon investigations, the Public Entertainment Act 1958, pre-Independence & is from colonial era which had not been updated, was indeed contravened. Hostesses & Mamasans were employed by the owners of the KTV, which contravened the Employment of Foreign Manpower Act 1990, as no paper work was done, meaning those illegal workers DID NOT pay taxes or CPF to our National Treasury, nor will they be allowed to under the PEA 1958.

Worse still - those illegal hostesses DID NOT provide the services that was expected despite hundreds of dollars paid - they only appear for 5mins, & then disappeared for long hours, playing with their handphones than accompany customers, only to reappear to collect their tips when their customers are about to leave. And the illegal Mamasans whom collected tips & bookings at the start of a session, disappeared too, failed to manage her ladies or maintain customer's expectations for company. Expensive bottled liquor was wasted by pouring into empty un-necessary nor required cups, so as to empty the bottles forcing customers to order more bottles. If such are not scams - non service for agreed money paid - then what is?

Thus SPF had to intervene.

KTVs are not the only source for Human to Human interactions. There are sports, hobbies, pubs, etc, activities for the lonely or the stressed for mental relief, especially now during post Covid era. Each public entertainment place practices NON Discrimination, & is opened to all - male or females & even tourists to mingle, which are necessary for our economy. SPF will not interfere unless there are improprieties - hurt or harm occurred, non compliance of laws, etc.
