The proper term is shore patrol. Not all personnels are MP trained. Some of the normal sailors and marines are assign to SP to provide manpower to ensure sailors and marines on liberty aka shore leave dont get in trouble with the law.

The govt needs to make an unambiguous stand on how it views prostitute.

Either it is illegal, or it is legal.

Also, it is quite common knowledge that hanky-panky stuff occurs at nightspots, commercial or non-commercial.

Prostitution by locals are foreigners with valid working pass is legal.

Living off earnings of prostitutes, pimping and prostitutes on social passes are illegal.

I thought the rules have been very clear?

Wow, I'm moved to tears by PAP demonstration of empathy for its citizens. They would allow the poor girl to prostitute herself legally, instead of allowing her to develop crutch mentality with govt aids to pay for her parents medical bills.
