At a hearing on 7 May, the Court heard that a pub on the third floor of Orchard Towers was also serving as a brothel. It offered oral sex on its premises.

26 Filipino women and 6 Singaporeans who were managing the pub, were arrested on 25 May last year.

2 of the Singaporeans have been charged and fined while 4 others have yet to be dealt with in court.

Floor manager Ng Kian Boon, 26, and bar manager Ridzawi Ali, 31, were fined $22,000 each. They had pleaded guilty to four charges of abetting pub owner Ang Boon Kwee, 42, to receive the earnings of prostitution and to one charge of assisting him to manage a brothel.

The Filipino women were working as hostesses in the pub even though they were on social visit passes.

The hostesses would encourage customers to buy her “lady” drinks. Prices ranged from $30 to $120 for each drink and the hostesses would earn 30% as commission. They were also urged to provide sexual services to earn more money – keeping half of what they were paid.

Oral sex would be performed in the pub’s three karaoke rooms at a cost of $182. If a customer wanted to have sex, he would have to pay the pub $268 for two hours of the woman’s company.

The penalty for abetting someone to live off the earnings of prostitution is a fine of up to $10,000, a jail term of up to five years, or both. For assisting in running a brothel, a person could be fined up to $3,000, jailed up to three years, or both.

What's the point of clamping down on Pinay prostitutes? That's the entire purpose of Orchard Towers.

The govt needs to make an unambiguous stand on how it views prostitute.

Either it is illegal, or it is legal.

This 'let's close one eye and conduct a few anti-vice raids now and then to appease the conservative folks' is bullshit.

Also, it is quite common knowledge that hanky-panky stuff occurs at nightspots, commercial or non-commercial.
 
Its a govt designated place for vice until recently. Most of the units are actually owned by a couple who actually started off as amateurs but began accumulating the units. I think they sold it cently as the building is due for -development.

Also the policy in the past is that Filipnos are not allowed there. Only Thais, Malaysians and locals. Filipinos on social were limited to East Coast and Tanjong Pagar.

I guess things must have changed.

The four floors was approved at the highest level.

Every joint there has contacts with 'inside' information. The special services must have been going on for a long time. Occasionally, such busts occur to give a semblance that the authorities are doing their work.
 
This is driven by policy at MHA level. DS has direct line of sight and not CP. Its been like that since independence. Even who runs a brothel is controlled tightly and first choice is along family lines. They do not want to make it legal to be primp and proper and at the same time not allow our locals to get into prostitution. The irony is that they actually used to designate / authorise supplier country. In essence being involved in human trafficking. The raids were usually to enforce conditions especially no locals. So our girls ended up on the street while the Malaysian girls began driving Merc and buying condo units.

The US navy for morale,reasons would not dock here if it was too clean. When the fleet comes in. It not only the bars and the girls, but hotel, food and other businesses gain.

BQ was one of those next to That Embassy and the number 1 joint. Yes, good old days. Our local ladies who are barred from brothels and massage parlours managed to survive because of BQ and the like then.

This reminds me of the government's stance on gambling .... if it is government sponsored and approved (where they can extract taxes and its under their control) ...its fine... anything else is outlawed.

From my knowledge, only one S'pore gal was allowed to work in Geylang in the late 90s. She had to pay the hefty medical bills of her parents and AVB made an exception after clearance from MHA. Can't recall her name but small size gal.
