Catherine is right and the reason why the PAP is incapable of reinventing itself is they do not want to do the obvious. One must remember that PAP's modus operandi is based on the core principle of hanging the carrot to attract people to support its rules of domination. Necessarily their strongest supporters must be given the largest carrots, leaving the large masses under provided. How to change to something that does not give this same result?
