no one cares a shit if it's 5 or less. we're so used to temblors in cal that the many earthquakes registered with the usgs each day don't produce alarms and alerts. if every freaking temblor 5 or less triggers the emergency alert system, we would be running in and out of buildings and shutting the gas lines every minute, with no time to sit down and watch the emergency alert unfold on tv, radio and the internet.
