1985 Unsolved murder: Winnifred Teo

There is also a possibility that the perpetrator has been hanged for other similar crimes without ever confessing to this one.

Everyone assumes it was a Bangla or Thai who raped and murdered Winnifred Teo. It's possible that the assailant is a local - a serial killer. Since Winnifred Teo's unsolved case, there has been a few more rape and murder cases involving young female joggers. Bukit Batok Nature Reserve already has at least 2 unsolved cases and it is not very far from Old Holland Road/Bukit Timah area where Winnifred Teo was attacked.

Old Holland Road area was quite ulu in the 1980s but has since been developed. Because of that, the serial killer may have moved to another ulu place to hunt for victims - another ulu place like Bukit Batok Nature Reserve.

This case seems to exemplify how things are reported here. It’s difficult to find much information about this case online. It’s like the press reported it and then chose not to follow up and lost interest.
It doesn’t take Sherlock Holmes to come up with a few reasonable starting points for investigation, based on the (limited) facts available:
- First, we have an MO here: he attacked, they struggled, and he subdued her and tied her up with her own clothes; then raped her; then stabbed her to death. So: Any similar assaults with similar MO?

- Second, she fought back: the guy must have had a few scratches/bruises. Was anyone asked about a friend, acquaintance, neighbour, colleague (I’m thinking in particular of the construction workers who were supposed to be staying nearby) who had signs of being in a scuffle?

- Third, as you say, can’t they DNA test any samples or items they still have? If it might have been foreign workers, can’t the police liaise with the relevant forces in Thailand, India, etc. and check their databases?

- Fourth, he stabbed her 6 times: he would have been drenched in blood from doing that. So again, did anyone notice an acquaintance, neighbour, work colleague with bloodied clothing etc.? How easy would it be for anyone to get home covered in blood-spattered clothing without someone noticing – especially for construction workers living in dormitories with little privacy? They didn’t find the attacker’s clothing nearby, so if he disposed of it, he didn’t do so in the vicinity: meaning he walked away with the bloodied clothing still in his possession.

- Fifth, where is the weapon? What kind of weapon exactly? Etc. etc.
I could go on, but it seems odd that nothing much is said in the press that might trigger thoughts in the minds of potential witnesses. And even odder that there have been so few stories on this. In the UK, the press would have been talking about this for weeks, and that can focus minds in the public at large.
