A 16-YEAR-OLD girl who committed mischief by fire and harassed debtors on behalf of unlicensed moneylenders was jailed for four years on Thursday.

* OF THE 505 persons arrested last year, one in eight, or 63, were youths aged 19 and below. Two-thirds of them or 42 were arrested in the second half of last year.
* For the first half of this year, 81 youths were nabbed for illegal moneylending-related activities - a 1,350 per cent increase compared to 2006 when there were only 12.
</td></tr> </tbody></table> Nur Azilah Ithnin had earlier admitted to three counts each of harassing debtors and setting fire, and one of attempted mischief by fire at various HDB estates in June. Community Court judge Soh Tze Bian accepted the prosecution's arguments that youths who resorted to such serious offences to make a quick buck should expect a stiff sentence.
Deputy Public Prosecutor Mohamed Faizal felt that even reformative training, which was recommended in this case, would not serve as a sufficiently effective deterrent in light of the growing prevalence of harassment offences committed by youths.
There was a clear and undeniable trend that loanshark syndicates were actively recruiting young people to act as runners and harass debtors on their behalf, the court was told.
'A strong deterrent signal must be unequivocally sent to such youths that they will not be treated lightly purely by virtue of their young age, or by virtue of their clean record hitherto,'' said DPP Faizal.
