I think it is becos Singaporeans don't look out for their own kind while the third world people are used to ganging up for own benefits. For example getting rebate when they hire their own kind. Even if money is not involved, they hire their own kind to cover themselves.

In Spore, only people in the inner circle do that - looking after their own kind - while the masses still believe in meritocracy and don't realise it is just a lie.
