I give the Professor credit for the courage to reject the application.
It is a privilege but not a right.
With respect, Canadians and the Canadian government should do the right thing, to reject applicants for universities, applicants for refugee claims and the resulting permanent residence. Worse, the government continues to house and feed those refugee claimants, pending their hearing. Deport them, because if they are non Canadians, they should not be entitled to all those privileges.
