I think PAP is looking at ways to allow big public protest against government policies.
This not so white White Paper is PAP setting up to allow themselves to protest publicly, and big, if they were opposition or become minority party in parliament in 2030.
Instant population growth to 5.3M people has been achieved in past 10 years, 6.9M is to kar cheow the people to hold protest in a big way paving for PAP to do the same if they become opposition party in 2030.
