Parking at a loading bay is risky as a disgruntled delivery driver is likely to take a photo and email it to the authorities. The fine is enough to pay for proper parking many times over.

I am never fine before parking loading unloading bay, there is no rule that a saloon car cannot do loading and unloading.
Once I parked my car at loading unloading bay Bedok South HC behind the 4D shop Block, to buy 4D and some fruits, when I came back saw a parking warden walked past my car without even looking for parking coupon. That was before covid 19, now I hardly see any parking warden.

I still see Certis parking wardens on scooters, but not very often. They are mostly stationed outside mosques on Friday afternoon to direct traffic around the illegally parked vehicles, but not to book those drivers.
