There is where you are wrong. Hang the drug mules and imprison runners for scam syndicates to send a clear message to deter like-minded criminals. Once the leaders are starved of runners, some may have to do their own leg work and the chances of them getting caught will greatly increase.

Have you seen any drug Lords got starved of runners? They can make them drug addicts & control. Will never lack of runner each time you.kepo on hanging the weak.
