Whistleblower protection laws exist to ensure that those who report wrongdoing, in good faith, do not suffer retaliation by their employer or organisation. Any organisation will almost certainly deny every allegation of impropriety. Since companies usually have more funds than employees or members, they will resort to threats and legal action to outlast a whistleblower - hoping that the accuser’s money and resolve will run dry.
