Thats because more and more graduates finds it hard to compete in the real corporate world and decides to sign on. When you have too many people pushing for that limited rank, this sort of shit happens.

One CGO story from the last millenium - a CGO visited our field camp in the 90s. all soldiers too shagged out from trenchdigging and etc..by the time he made the inspections, all were soundly asleep and snoring in the trenches...the sgts who 'toured' with him all damn malu...hahaha
