Sacking of WP's Yaw opens door to by-election

PM Lee to decide if and when to hold the polls for the Hougang ward

(SINGAPORE) The Republic could have its first by-election since 1992 after the opposition Workers' Party (WP) yesterday sacked Yaw Shin Leong - the Member of Parliament for Hougang - over his alleged extra-marital affair.

Prime Minister Lee Hsien Loong will make the call on whether and when to hold this by-election, although there is no fixed timeframe that requires him to do so. Under the law, an elected MP who loses membership of the political party that he contested on is deemed to have vacated his seat.

'On whether and when to hold a by-election in Hougang, I will consider the matter carefully. There are many other issues on the national agenda right now,' Mr Lee said in a statement.

WP secretary-general Low Thia Khiang told a news conference that it was a 'difficult and painful' decision to make, though PAP chairman Khaw Boon Wan pointed to the 'sudden U-turn' by the opposition party, which had appeared to stand by its man till a few days back.

Mr Low said that the step was necessary in order for the WP and its other MPs to 'stand tall and hold their head up' in order to make good on its promise of taking the ruling People's Action Party (PAP) to account.

'Although he has made his contributions to the Workers' Party in the past, the party believes in transparency and accountability. We cannot compromise the basic fundamental principles,' said Mr Low, who heads the five-member WP team in Aljunied.

Party chairman Sylvia Lim noted that by continuing not to account to the party and the people, especially the residents of Hougang, Mr Yaw had 'broken the faith, trust and expectations' placed in him.

Mr Yaw has been in the spotlight ever since allegations of an extra-marital affair with a fellow party member first surfaced online on Jan 20. He refused to comment on the rumours when pressed on numerous occasions.

Eyebrows were raised when Mr Yaw unexpectedly resigned as party treasurer without giving a reason. He was last seen in public four days ago at a Chinese New Year dinner celebration with over a thousand Hougang residents.

News of the troubled 35-year-old's sacking went viral on social networking sites Facebook and Twitter barely minutes after the shock announcement.

Some netizens praised the WP for taking action early rather than risk a greater defeat at the next polls, while others described the incident as a major setback for the opposition in general.

Mr Yaw - who has been a core member of the WP leadership for over 10 years - was not present at the hastily convened press conference held at the party's Syed Alwi Road headquarters.

Ms Lim revealed that she had told Mr Yaw's wife about the decision yesterday morning, given that she had been unable to contact Mr Yaw directly.

Weighing in on the saga, Mr Khaw, who is also National Development Minister, expressed surprise at the 'sudden U-turn' by the WP, which had appeared to stand by Mr Yaw over the weekend only to expel him days later and pin the blame on him.

'Why did WP take so long to investigate? . . . The people need to know. WP needs to come clean with the people, what information have they got about him, and in particular what did they know about him prior to the May elections (last year). And if they knew what they did, why did they field Mr Yaw?' said Mr Khaw, adding that Hougang residents had been 'misled' by the party.

When asked if the PAP's losing candidate in Hougang, Desmond Choo, would be fielded at the by-election, were it to take place, Mr Khaw would only say that Mr Choo was the PAP's current Hougang branch chairman and that the party would always be ready once any election is called.

The last time Singapore had a by-election was back in 1992 in Marine Parade. A four-member PAP team led by then-Prime Minister Goh Chok Tong enjoyed a landslide victory in a four-cornered fight. The last single-seat ward to have a by-election was Anson in 1981, won by then-WP leader JB Jeyaratnam.

SINGAPORE - Workers' Party has expelled Hougang Member of Parliament (MP) Yaw Shin Leong with immediate effect.

At a press conference earlier today, the opposition party said Mr Yaw was expelled over his alleged marital affairs and is prepared for a by-election to be held in the single-seat ward.

Party chief Low Thia Khiang said on Wednesday afternoon that WP made the decision on Tuesday night because it felt Mr Yaw has fallen short of its expectations in being transparent and accountable to the party and to his constituents, reported The Straits Times.

WP chairman Sylvia Lim said that WP believes strongly in transparency and accountability, and expects no less from their party members, especially MPs.

Hence, by continuing not to account to the party and the people, especially the residents of Hougang, Mr Yaw broke the faith, trust and expectations of the party and people, she said.

"This is a difficult and painful decision for us. Shin Leong has been a core member of the Party leadership for more than 10 years, and has made significant and unique contributions towards WP's growth.

"He has also served the residents of Hougang diligently. However, the council has decided that it is in the public interest to take this step."

Ms Lim added that other WP MPs will cover Mr Yaw's duties and that it is only fair for Hougang residents to have another chance to elect their MP.

She apologised for having to put them through a by-election and assured Hougang residents that they will continue to be served by the party until the by-election is called.

The Meet-the-People sessions (MPS) in Hougang will continue, with other MPs covering and town council services will continue to be provided under the Aljunied-Hougang Town Council.

Ms Lim thanked the public for its concern towards the party.

Rumours surfaced in January alleging that Mr Yaw had an affair with a married woman who is from the Workers' Party as well.

A week later, the 35-year-old's MPS were cancelled and he was also absent from the Hougang office of the Aljunied-Hougang Town Council.

Earlier this month, Mr Yaw, who was the former treasurer, of the WP resigned from the position and was replaced by non-Constituency MP Yee Jenn Jong, the current deputy treasurer.

Mr Yaw remained a member of the WP until he was expelled from the party today.

Mr Low: It was a very difficult decision to make. Although he has made his contribution to the party in the past, but the party believes in transparency and accountability.

Although it is a difficult and painful decision to make, we have to make it so that the WP and its MPs can stand tall, hold their head up and take the PAP government to account.

Is Angela Oon still a party member?

Ms Sylvia Lim: At the moment she is. I would like to stress that at the moment these remain allegations.

To what extent has this whole affair tarnished the party's image, if at all?

Ms Lim: There is no doubt that attention has been drawn to the party, and we are of course cognisant of that.

But at the same time, we are also firm in our beliefs of what we expect of our party members and our MPs.

The action that we've taken may no doubt be deemed by some to be very drastic, but we feel that this is something necessary for us to do and it is in the public interest for us to do that.

We'd like to assure the public that we are serious in our commitment to maintain high standards.

Were party members aware of the allegations before they surfaced online?

Ms Lim: From what I know, we received some queries from the media and that's how we knew the media was looking into the matter. Apart from that, I don't think I can answer for other members.

When will the new candidate for Hougang be announced?

Ms Lim: The candidate will be announced on nomination day.

Does this mean the Central Executive Council (CEC) has confirmed the allegations?

Ms Lim: As we said earlier, the reason of the decision is based on the basic belief of transparency and accountability.

The CEC took this decision because in the face of these allegations being made, Shin Leong has not come forward to address them and we feel this falls short of what we expected especially of an elected MP.

Did the party not advise Mr Yaw to step forward to address the allegation?

Ms Lim: I think this a decision Mr Yaw, as an adult, has to make and we have to expect him to make his own decision on this.

By doing this are you not worried that you're opening a can of worms, that voters may have other thoughts surrounding these allegations?

Ms Lim: No. We're not making this decision based on whether the allegations are true or not but we're saying that we expect, especially our MPs to be responsible.

How confident is the party in keeping the Hougang SMC?

Mr Low: I don't think we want to speculate how Hougang voters will vote but we have to make this decision so Hougang voters will have another opportunity to decide.

PAP has to come clean on many things. A free press would have been helpful. No accountability or transparency.

What can we expect from a party who hide things from the public?
 
putting Yaw's issue aside. imo the parliament seat should be tied to the mp, not the party. the constituents elect both the candidate and party together. i don't think the party should have the sole discretion to remove a mp.

Without the backing of WP, and Low TK giving Yaw Siu the easy ward in Hougang, you think Yaw Siu stand a chance to be MP in the first place?

no chance. i just don't like the system of tying the seat to the party, not mp. CST nearly lost his seat because of SDP infighting back then.

no issue la....had CST lost he could have come back under any flag...PP voters would have voted him right back in.....likewise WP can put another unknown and will still win in Hougang

Because old man is afraid of a mass defectment to the opposition. Within the ruling party, there is also cliques.
 
Its a powerful piece of legislation to protect the institution of democracy. Malaysia does not have this. As result they have party hopping. Mahathir destroyed the opposition by paying opposition MPs in Sabah to cross over immediately after the elections. The people voted for an MP in a particular party and ended with a different party in majority.

Najib recently used the same to entice a Chinese female MP and Malay MP from the opposition to cross over. All you need is money and incentives.

Its a fair law as it prevents unethical individuals misrepresenating themselves. The fair way is for a by-election so the slate is clean and people what they want. Anyone who thinks that most candidates are elected because of their individual identity rather than their association with the party, they have absolutely no clue about politics.

Don't be surprised that PAP changes it if they keep losing more seats as they have the means to entice over opposition candidates. This was originally introduced over the Barisan split.

See who is talking, the same yardstick that PAP cannot measure up need to apply strictly on WP? Even the 1/3 intellectually challenged who read such statements will throw out all the day's food in their stomach.
