insulting the modesty of a woman doctor came under the court's scrutiny
yesterday.
On the 10th day of the hearing, the court was told that the brother-in-law of
Eng Wah Wooh, the man accused of the offence, had been previously charged with
molesting two women.
Mr Tay Thiam Peng, 46, also lost his job as deputy chief executive officer of
the Trade Development Board.
The charges were eventually compounded and he was acquitted after he apologised
to the victims and paid them an undisclosed sum of money.
Mr Tay, a witness for the defence, told the court yesterday that he had behaved
inappropriately 'in a moment of playfulness and indiscretion'.
He had earlier said that he had played golf in Johor with Eng on June 22 last
year - a day after a horse-riding incident in Malacca, where Eng said he had
hurt his groin.
Eng, 43, went to see the woman doctor at her Bishan clinic just before midnight
on June 22 about the pain in his groin, as well as in his neck and shoulders.

In the aftermath of his court case, I was told he was planning to migrate. Came from a reliable source. Case had many invisible hands assisting. Was told public had no access to court room.

I was told the victim did not relent. So, that makes it very difficult to cover-up. If victim had decided not to pursue, case will not see daylight knowing how protective they are on scholars. More so, one from SID.
Let me try to recall what else I know and heard about this case. Happened long time ago. Not 100% sure but recall being told even minister gave this chap a solid reference.

The judge found him guilty and sentenced him to 15 months in jail and three strokes of the cane on June 19.
Chong has filed an appeal against the conviction and sentence while the prosecution is appealing to the High Court to increase the sentence.
He has a previous similar conviction and was jailed for 15 months and caned three times in 2002
On his release, Chong continued his studies in psychology at the National University of Singapore (NUS). His latest offence was committed in his final year.
On the night of Sept 14, 2006, the victim, a Chinese national studying in a different faculty, boarded a NUS shuttle bus to return to her hostel.
Chong, who was wearing a T-shirt and a pair of shorts and holding a jacket at waist level, pressed his crotch against her in the bus.
She felt something wet on her thigh and demanded to know what he was up to. Both of them then got off the bus.
Her male friend who followed them noticed damp stains on Chong's jacket and realised that it was semen.
The woman, who cannot be identified as she is a victim in an outrage of modesty case, testified that Chong apologised and promised not to do it again.
Police were called and a DNA test confirmed that the semen on her thigh was his.
The court also heard from two doctors that Chong suffers from spontaneous ejaculation.
Chong's lawyer Ravinderpal Singh told the court that his client had graduated at the top of his class in 2007 and has been accepted to do a Master's in clinical psychology at James Cook University in Australia.
The lawyer asked for a minimal sentence without caning.
But Judge Tan noted that Chong had outraged a woman's modesty on a bus, which she said was 'an extremely brazen act'.
She felt a maximum sentence was inappropriate as no minor was involved.

Most of the time, patients suffering from perversion do not dare to seek medical help until they are caught by the law or their condition is discovered by a family member, reported Shin Min Daily News.
Dr Tan Chue Tin, consultant psychiatrist at Mount Elizabeth Hospital, said that 10 per cent of his patients were afflicted with perversion. Of these, 70 per cent were male.
He said: "I believe this number is actually higher as majority of people suffering from perversion do not seek medical help."
Perversion is not a rare condition in Singapore.
Psychiatrists point out that people suffering from perversion usually come from dysfunctional families and symptoms vary between males and females.
Male perverts are typically introverts who lack confidence. Because they fear interaction with the opposite sex, they usually resort to using women's undergarments to stimulate themselves.
Another form of perversion they indulge in is voyeurism, the act of spying on people engaged in intimate behaviour.
Psychiatrist Dr Yeo Seem Huat said he knew of a local manager who had both his marriages ruined because he enjoyed watching his wives having sex with other men.
Female perverts are usually sex addicts.
He said: "Such women sleep around and have a lot of partners, putting them at a very high risk of sexually transmitted diseases."

SID employees.... have pension at the end of their service? That means this guy lost his pension? I'm surprised he didn't get an IMH admission..... can see all the doctors he likes. Good point, that is generally done. This case is alot more complicated and was going to explode politically with one major ethnic community threathening mayhem. Even to hold the case in camera was rejected. They wanted justice to be seen to be done. They had no choice. This prick picked the wrong doctor. The usual practice is to freeze his career and send to Siberia which they did to one no. 2.
No pension, straight dismissal. But they hooked him up with a company. The same was done for a PS who misled ISD. Sent to HK. No pension. After rehabilitation, returned to join GLC is very minor role.
