Corruption Prevention Guide Line
1) If civil serpents are not well paid they will turn corrupt & accept bribe! Therefore they must be given high salary & justify their high salary with high sounding position!
2) Ministers must be paid a salary compared to an imaginary salary they will definitely get if they had not join politics & justify with a secondary portfolio of which they have no bloody idea what is happening similar to their primary portfolio where they have not a speck of dust worth of knowledge to show peasants these are high calibre individual capable of performing beyond their training!
3) If above two measures still do not satisfy their desires for more money, then just hang them in board of directors of GLC of which again these bunch of high calibres individual have no inkling of an idea & draw directors fee indefinitely!
4) If money was no longer an issue after above three counter-measures but prestige is, then throw them a PhD & justify to peasants that they deserve the honour because of their sacrifice!
5) All of the above satisfied but the carnal instinct still survived, throw them some shit like Ho Ching & they will GUAI GUAI comply like pinky! Otherwise the other way to go is to organise delegate visits to Eastern European Holiday villages where Vivid Videos is filming some wildlife programme!
