Singapore civil servant facing 455 fraud charges

A Singaporean civil servant appeared in court Thursday on 455 charges of cheating the government totalling more than Sg$600,000 ($460,000), authorities and a media report said.

The Ministry of Home Affairs (MHA) said in a statement that clerical officer Liew Chee Meng was alleged to have forged documents to approve the purchase of gift vouchers for his personal benefit between 2007 and early this year.

Subsequent investigations led to the seizure of almost Sg$475,000 worth of goods from the accused, the MHA said.

"A civilian clerical officer from the Ministry of Home Affairs... was charged in court today for forgery, cheating, criminal breach of trust and conversion of proceeds of crime," it said.

"The offences relate to acts allegedly committed in the course of his employment with the ministry. The total amount involved is Sg$617,087."

Liew, 35, is alleged to have committed 455 offences, according to the Straits Times website.

The MHA said Liew's actions were uncovered in January after an internal audit following a corruption case involving a senior civil servant with a penchant for Italian supercars.

In that case Koh Seah Wee, formerly a deputy director of information technology at the Singapore Land Authority (SLA) was sentenced last month to 22 years in jail for cheating the government of more than Sg$12 million.

A former colleague of his was sentenced to 15 years.

Large-scale graft cases are rare in Singapore, a thriving financial centre and business hub which enjoys a reputation for being the least corrupt country in Asia.

It pays its civil servants some of the highest government salaries in the world as a deterrent to corruption.

A clerical officer from the Ministry of Home Affairs (MHA) was charged on Thursday with multiple offences of forgery, cheating, criminal breach of trust and conversion of proceeds of crime.

Liew Chee Meng, 35, is alleged to have committed 455 charges between 2007 and early 2011. The total amount involved is $617,087.

He is said to have forged approval documents for purchases of gift vouchers, which he then used for his personal purchases.

They were uncovered by the MHA following audits undertaken in the wake of the Singapore Land Authority fraud involving two officers who have since been jailed.

According to LKY's logic, that civil servant's pay must be too low and hence he resort to corrupt practice. Maybe LKY should increase that guy's pay so that he won't be corrupted.

Glaring in this article is that the 445 counts of fraud were discovered by accident, which was triggered by an investigation into another scam which was by itself triggered by another accident (and a motor vehicle accident at that). This once again shows how inept the civil service is when it comes to preventive internal controls.

When nothing happens, the PAP can sell itself as the best and no one has the facts to rebut them but when things happen, you can see that the PAP is not as superior and world class as they claim. Definitely not a multi-million dollar performance.

Singapore civil servant accused of 455 charges of fraud
A civil servant in Singapore is accused of 455 fraud charges and cheating the government of more than SG$600,000 (US$460,000; £295,000).

Liew Chee Meng, 35, is accused of forging official documents to purchase gift vouchers for himself between 2007 and early this year.

He was a clerical officer for the country's Ministry of Home Affairs.


He appeared in court on Thursday to face the charges, said Singapore's Straits Times newspaper.


The ministry released a statement saying that investigations had led to the recovery of almost SG$475,000 worth of goods from the accused.


Such cases are not common in the country, an Asian financial hub with a reputation for honest practices.


Singapore was ranked fifth least corrupt nation in the world this year, in the annual survey by the Berlin-based Transparency International.


Civil servants in Singapore are also among the best paid in the world which, the government has said, helps to deter corruption.

Mr Liew's actions came to light in January after an internal audit following an earlier corruption case in the public sector, the biggest since 1995.

That case caught media and public attention as it involved two senior public servants with a taste for expensive sports cars.


Koh Seah Wee, a former deputy director of information technology at the Singapore Land Authority, was found guilty of defrauding the government of more than SG$12m.


He was sentenced to 22 years in jail last month. His subordinate, Lim Chai Meng, was sentenced to 15 years.

All these corruptions are revealed because they are too small amount! It is really a disgrace to the regime when they can squander billions blatantly & openly because those are big amount & no Sinkies will ever dream of having that amount but few millions or few hundred thousands, some sinkies anytime can just throw you a cheque for the same amount! The Leegime are not interested in such menial amount & they will never be caught squandering such small amount, thus such petty theft must be dealt with harshly!

so it is not working , right? high salaries ( in civil service) only increases corruption. Only the heart of integrity will eliminate corruption.

So does increased in salaries also increases the integrity level of a human being? I thought only greed arises? Your sinkie wisdom from your Govt and the Lee Family..well done sinkieland... That is why i avoided sinkies.

this guy pay is too low, that's why he did what he did.
must increase pay for all silver servants immediately.

ah Ee , who is revealing the salary,, should learn from this incident and not make any foolish rash decision to cut pay.

I don't think anyone would care if he was running his own bizness but he's using taxpayers money. If you look at the whole family they're all profiting from gov't jobs directly or indirectly.
