It is apparent that a USB scanner is place on top of ballot boxes to scan the A4 size ballot, that means automated counting is able to take place as ballots are casted.

Yet there is still the regular paper ballots to be verified and re-counted if necessary. This is an excellent ideal combination of electronic poll and conventional poll.

Russians got it right I think.;)

The USB is not connected but there is RJ45 Ethernet wire connected. That means they are LAN + USB scanners.

See the scanner is a semi-customed unit, that it is integrated with the ballot box cover which has 4 red security seals to prevent tempering. This way eliminated the need to scan the ballots one by one during the counting time. There is no extra handling needed. Basically I can presume the scan took place as the ballots enters the ballot boxes as the electorates cast them. The images goes into a scan server to be stored. Then when poll is over the candidate's agents view them on screens as the automatic image recognition software counts and summarize the results quickly.

Only when there is doubts, the ballots can then be taken out of boxes to do a regular manual re-counting.

I think the Russian solution is smart.:)
