Recently, I intend to buy a health electronic gadget... after much discussion w sales staff... withhold the purchase. The guy told me that this gadget is Made of now-where but assembly in Singapore. But then I asked him why isn't the product or the carton printed something like "Made in Singapore". He said cos the product parts didn't satisfy 30-40% Origin from Singapore, so cannot put. Then in this case, it gotta to state which country its manufactured. Even TV, computer or foods made in China.. companies also state it. Why your product so special?

From my understanding (not just within Singapore context), all kinds of products including food/drinks have to indicate the "MADE IN ABC country". Bros, is it non-compulsory to put this down? Anyone got any govt guidelines that say so?

If it doesn't say, it must be made in China and you should not buy it. not because it is made in china, because it is a health electronic gadget, it is probably a waste of money.

Assembly of a product and Manufacturing of a product(different components comes from abroad) i guess is 2 different things.

But one thing you have to know is, a product origin can be manipulated etc. A battery can be manufactured/assembled by 1 company and can later on be pasted with another company brand.

Product of xxx is 1. (Usually Country)
Manufacturing of xxx is 1. (Usually Company)
Assembly is 1. I guess some companies have their products assemble at another company/country. (Sometime stated and sometimes not)

I guess its an Image thingy.

Your question on the Regulation thingy is pretty interesting, I like to know whether its stipulated by law here in Singapore or the laws differ between countries.

So if it is made in China just state so... why secretive... now alots of product including health machine, foods made in china but is safe and quality.

This particular company still put a manufacturing certificate by MOM in their retail outlet... but the premise address is an office building (which is highly unlikely can be use for manufacturing facilities) AND then sale staff claims that the actual manufacturing premise is in a light industry building. So within the light industry building (the company may own one of the premise space), are they "MANUFACTURING" OR "ASSEMBLY" the machine?

?

I guess its an Image thing or a Branding Strategy. You might mention that China products are safe and have quality as of today, But that sentiment doesn't reflect the sentiment of everyone and there is still this thinking that china made product are of low quality and the recent incidents in China made/manufactured/assemble products has not been forgotten yet.

Bottom-line is i honestly think its an Image or Branding issue.

About the Law, Im still waiting for someone to pop out and give his 2cent worth.

1. Parts/material content is not the rule of thumb to determine the "Country of Origin". Normally, use valued-added % (materials and/or labour and/or processing).

2. It is for certain international trade objectives. i.e. restrictions on exports to certain countries, anti dumping etc.

3. Check Kyoto Convention for the rules and guidelines. But in actual practice, it can be complicated with many grey areas.

For Singapore, check this : http://www.customs.gov.sg/leftNav/trad/per/Certificates+of+Origin.htm

"A Certificate of Origin, (COO) is sometimes requested for verification / certification of the country of origin of certain commodities. There are many types of certificate of origin in use, in most cases where trade preference is not being requested a General Certificate of Origin is used. For qualifying shipments to ASEAN countries the Form D ASEAN Certificate of Origin should be used in order to qualify for trade preference (less or zero duty based on commodity shipped.

Regardless of the type of certificate of origin used, it must be certified by a recognized chamber of commerce, which usually requires one additional notarized copy for its files."

In your context, if there is no warranty from seller, then don't buy. You are not the product design expert who can troubleshoot and assign liability to the manufacturer of the various parts in the product. And I doubt you will be told who are the manufacturer.

http://www.singaporelaw.sg/content/SaleofGoods.html

And never accept that if the seller claims warranty from the manufacturer on your behalf, and you lan lan wait and wait for reply.

Alot of branded clothes are done by aunties in third country (contract manufacturer) and slap with nice nice brand. But it still states the country of manufacturer as required by the respective local statutory and regulatory requirements.
