SINGAPORE: Singapore's Ministry of Manpower (MOM) emphasised on Friday that it has not tightened foreign worker quotas. What it has done is to tighten the entry criteria for the various work passes to raise the standards and quality of the workers.

We must review our work pass education. Local unskilled staff is PSLE (Work Permit Holder must have LCE & GCE O). Local Semi Skilled Staff is ITE (Work Permit Holder must have GCE A or Diploma). Local Skill Staff is Diploma Holder (S Pass Holder must have Degree). Local Professional Staff is Degree Holder (Employment Pass Holder must have Master Degree and above. We will not review Expatriate Employment Pass.

I have my own take on this.

Firstly tax the FTs at a higher rate. For example the job as an Accountant, singapore got alot right? So if a company hires Foreigner instead of a Singaporean the FT has to pay tax of 1 month. That is to offset the cost of a local due to NS liabilities etc.

In turn, the company have to pay payroll tax, for each foreigner and PR they hire. That will be 10% for eg. Only low level jobs etc are exempted. However government should now look at increasing productivity so that locals will want the job, look at Australia trades people are so in demand..look at spore, cheap labour has made us inefficient.

As a politician, we always want to solve current affair and want to improve our fellow citizen lifestyle. We can review the past. Japanese Politic want unite East Asia and against the West. USSR want to unite East European and Asia with Communist Economy Politic. Osama bin Ladin want to unite Sunni Islam and form Republic Sunni Islam State. The European Union to form Human right State Union.

The process of political struggle always down by poor economy. Finally a successful politician was link with strongly and good economy.

And how is the govt going to tighten the criteria? By raising the salary level or pay scale for E passes.

But local bosses know that even if it costs them more payroll costs, they will still hire the FT. Why? Because they know they can get more out of him -exploiting - without him complaining or grumbling than a Singaporean. More overtime without extra pay, late hours, longer hrs, posting to hard and dirty jobs, far away etc. So either the Sinkie wants the job and be exploited; or it goes to the foreigner.

Either way, the Sinkie still loses.

Indeed, cheap doesn't means good, and good things are not cheap. I once asked my GM why our department still exist in Sydney where the "comparative" cost of software development in other countries like India, China could be lower. He mentioned we are actually cheaper then these countries because we are more efficient in producing the software the company needs. Paying someone a decent wage so they can be more efficient in doing its job is better then trying to squeeze the overall cost in the initial development.

Low pay and job that Singaporean dislike, I am sure Singaporean welcome work pass holder take over. As a politician, we also do not want Singaporean to work there. Danger and low pay will make Singaporean become liabilities in nation building.

But we must enforce, semi skill, skill and professional job to be Singaporean. High paid and stable career will make Singaporean look rich and can spend money in Singapore. Our Economy can be alive. But today managerial, executive, professional, supervisor, leader and technical career had been taken away by work pass holder who never spend money here. Majority money will send back to Malaysia, India, Myanmar, Indonesia, Philippine, Bangladesh and China. Luckily some of them invest on property and business here.

If not Singapore Economy will down and more citizen need help. Our reserve money will gone. Our CPF will gone. President and political elite still take high pay. The next generation shall handover back Singapore to Federal Government because we are empty shell.

Agreed with you. Not only that, those buggers in China may actually steal yr software ideas and secrets and sell them for profit or jump start their own business, and you end up with the short stick.
