CNB does not understand computers - it is GIGO - garbage in, garbage out

This is the second time the figures were wrong. These figures are really important as the entire effectiveness of drug eradication is predicated on good MI. There are also social bodies that rely on it.

In the late 1980s, the same figures were misreported. Both the Police and the CNB were reporting the same chaps arrested and placed in DRC when they were involved in joint operations which was most of the time. Then some in Prisons said that you sent X number to DRC and we got Y number and the lid was blown and Jayakumar's arse was on fire.

I will explain why politically these figures are important to some. When you want t paint the picture that you are going all out, you want higher figure. You imply that you are courageously fire and bringing in bodies.

In the latest case, Ng Seng Liang, the previous Director who retired this year came onto the job in 2004. Well you can't have figures going up all the time. So you spend the first half fighting and the second of your career reaping the results. He had not received his Public Admin Gold yet. So either him or one of his apple polishers began fiddling with the figures to show drop in addicts reflecting his hard work earlier. His unfortunately ended with a double whammy. His new replacement Ng Boon Gay wanted to sweep clean and they also had a new minister who also wanted to sweep clean. If WKS was still in, nothing would have surfaced like the late 1980s when the same Minister was in charge.

Now you know why Teo Chean Hean said it was "serious error" and not a typo or data error.

The whole concept behind having the Ang Chia is to instill fear. Riots are not your daily issue. You don't reach out to looters or mob violence. You go in wacking. They are trained to do that the moment they get out of the bus. The recent London riots is a classic example. The clowns from the Mets were watching as the stores were burnt down.

The next week when it occurred in Manchester, the Manchester Police learnt quickly they can't afford to wait and went kicking and wacking. See the voltages where they a chasing and whacking girls. Suddenly the the mall in Manchester went real quiet. People began running when they the saw the vans with the cops in riot gear.

Ang chia had a so Called Reputation of wacking people the moment they step out of the Red bus.. They say Once ang chia come...Confirm kena hantam. Dont know true or not.. Fact or Fiction it has been passed down to my generation and most probably to the next...(Honestly, I dont think this generation gives a fuck..They dont have Authority figure at home, and never learn to Respect authority..So most probably they dont give a Flying Fuck about this Red bus..) P.s Ang chia are now more interested in searching for people who didnt turn up for court to pay parking Fine. And the new breed of Officers are defiantly not like the Old.Anyways please continue...........

Having impression that the figures are dropping in the past three years, CNB must be fairly switched off in their monitoring.
 
Another tactic of these guys is to pick out the ringleaders. From the turret they identify the ring leaders, the scout van will go in and take them out individually and bring them back to the medium bus. In there they will be wacked upside down and then released. You should see these chaps holding on to their underwear and trying to walk home.

They are not waiting for you to respect authority. They will deliver it to you without you asking. They flinch and the commander will be removed and the CP asked to bend down by MHA. Ever heard of anyone suing them.?

Not switched off, the figure is increasing but it doctored to give the opposite impression. It has been on the rise for the last 3 years. The whole programme involves Police as well as CNB but CNB has overall control. On the whole CNB is one of the best in fighting drugs anywhere in the world. They have powers and access second only to ISD and old man's late wife.

I think they usually go find ex-offenders, Monitor them.. Or go to their homes, Pull them out for Urine and Once positive.. They will ask them to Paotoh.. Most people get caught from other addicts Paotoh.ing each others.. Never trust a Addict.
 
In the lockup, the PC would make a strip search on the accused, stripped right down to underwear. Sometimes when some more stuff was found, it was "what the fuck is this" and one tight slap that sent him crashing onto the wall or floor. What the PC did with the extra stuff later, I didn't know and didn't want to know. If a vehicle was also impounded in the process, there'd be another search on the vehicle and what's found or not may mean the difference between life and death.

The irony in those days was the PC wearing no rank was the most feared on the streets. Those who already got their Cpl. and Sgt. stripes are more career minded and seldom beat up people. The PC was either trying to prove something to get promotion or a psychopath awaiting regular ROD. They have the laws on their side too, especially in drug cases. I can't quote chapter and section by now but I knew then, when drugs are found on you, the PC and IO can do practically anything to you, including the worst, legally.

True .. When I was in ADU ..mon , wed , fri .. Conduct urine test for drugs offenders , tue , thur , sat conduct random spot check for ex-offenders
 
In the CNB of the 70s and 80s, there were ex-Ang Chia types therein...hahaha.... crazy psycho cops as narcs...... One was nicknamed "Shoot-bird" which later was mistaken as "Shubert". He was an Ang Chia cop who had shot and killed rioters in the 1964 racial riots. A cross-eyed crack shot. Both Cops and Gangsters wondered if he can see straight at all. Ah... but he was also a range instructor.

In 1977, MHA planned Ops Ferret, a coordinated approach to round up addicts, test them and send them for compulsory rehabilitation. John Hanam saw the plan, declared it great, but refused to go along as CNB lacked the resources.. Home Affairs minister Chua Sian Chin had to remove him and replace him with Tee Tua Bah.

It was not easy to be a Minister in MHA in those days...people had the balls to talk back..... Mr Chua's predecessor Prof Wong Lin Ken actually went ga-ga and killed himself...... Prof Wong heard an explosion and thought he was under attack; He went to the bathroom and hanged himself..............

Minister Chua SC once visited Queenstown Police Station - HQ "D" Division. He was unhappy with the high sex crime rate in D Division and wanted to know the reason. The Division Commander ASP Ang Kim Whatt told him bluntly: "Because Queenstown girls are pretty, that's why!" ( ASPs were BIG in those days.... today they are a dime a dozen.........) All the Police big-wigs almost fainted at ASP Ang's retort at the Minister. Yeah, you guessed it,..... ASP Ang was transferred out of the Police to the CNB. There, he headed the CNB's Enforcement Division until his retirement.... he was the officer responsible for clearing up many areas in Singapore through CLTP - Detention without trial. I don't think he was given any State Awards..... true fighters are normally forgotten. He died a few years ago.
