SINGAPORE: The former Chief Financial Officer of JTC, Andrew Kuan, has submitted his forms for a Certificate of Eligibility to contest the upcoming Presidential Election which is to be held on August 27, if there's a contest.

Mr Kuan turned up at the Elections Department at 11am on Friday.

He had failed to obtain the eligibility certificate in 2005, when he tried to oppose incumbent President SR Nathan.

Mr Kuan was disqualified by the Presidential Election Committee in 2005 for failing to meet the eligibility criteria.

The committee said Mr Kuan's seniority and responsibility as JTC's Chief Financial Officer were not comparable to those required by the Constitution.

A Presidential candidate is required to have had experience as the chairman or CEO of a statutory board, or of a company with a paid-up capital of at least S$100 million.

Mr Kuan, who had intended to contest the May General Election as an independent candidate for the Joo Chiat Single Member Constituency, withdrew from the contest to avoid a three-cornered fight.

So far, five other presidential hopefuls have stepped forward. They are former Deputy Prime Minister Dr Tony Tan; former Member of Parliament (MP) Dr Tan Cheng Bock; and former CEO of NTUC Income, Mr Tan Kin Lian; former opposition party member Tan Jee Say; and private tutor Ooi Boon Ewe.

Potential candidates will have until Saturday to submit the forms for the eligibility certificate.

I don't think he will get his approval this time round also... It will look very bad for the previous approving officers and Prataman PE is "kelong"!

Unless he change name to Kuan Gong...

Agreed unless he beefed up his CV within these 6 years

I don't think he'll qualify but I hope he'll qualify. Then can lose deposit. :D

Why is he always wearing the same smile on his face and that smiles gives me the creep. Looks like some phidoephile who had just been released.

You are quite prescient. I met him at a function and almost everything about him seemed fake - the smile, the friendliness, the sagely soft spoken manner of speaking. But cannot be helped...........

Rejected in 2005... Bound to be rejected again in 2011...

He's really desperate to be a President..

I will say he is desperate for the attention. Still remembered during the last election, he gatecrashed the combined opposition meeting and was asked to leave. The camera caught his trademark smiling face as he came out of the door. That was a face that still gives me the creep. I would not want to be in the same toilet with him.
