One of the reasons I heard about not opening the tomb is China lacks the knowledge on how to best preserve the artifacts. And they want to leave it for future generations when such technology / knowledge may be available.

Surely by now, China will already have the know-how. Not to mention this can be a fantastic money spinner in terms of tourism and also showcase the might of the ancient Chinese Emperors to the Ang Moh world.

Does anyone know of any other reason why this is still not excavated yet?

During the Cultural Revolution many ancient historical sites and artefacts were destroyed by the Red Guards. They are not in favour of excavating any more sites as they believe it is better to leave it as it is lest future unpredictable events might destroy everything again. If you have visited the Ming Tombs you will feel pity that they have burnt everything in the tomb.

These commies are dumb. They never learn from their past mistakes. Remember the time when the people were asked to 'donate' their metal tools like iron. They melted those iron stuff into a huge and strange shape ingots about the size of a trunk or a table and were all left to rust in the open. The trees that were supposed to lock the earth around them from becoming a desert were all sacrificed for 'the cause' and obviously the barren land became a desert ! Daft ?

Then, came the "Three Gorges Damn" project came ... another GREAT DISASTER in the historical making !

This is the problem touring China now. One just could not be sure it is staged or not.
Even the terracotta statues. They make them all along the streets in Xian.
