Two girls were seen partying in their panties at Clarke Quay reported STOMP.

The contributor of the pictures described the two girls to be expats, and claimed that they had pulled off their skirts after their first round of shots.

STOMP quoted the contributor saying: "They pulled off their skirts after their first round of shots. This is as far as they stripped. They kept their shirts on.
