执政党反对党 料为房价唇枪舌剑

  据本报早前的小调查,生活成本是民众最关注的热点课题,其次是交通,排名第三的就是房屋价格。

  反对党已表明会把高涨的房价作为竞选课题之一,政府也筑起防线,接二连三出手避免房地产市场持续升温。这一波波的降温措施是否已奏效,让市场回稳?房价还会不会成为争取眼球及选票的热门课题?

  一波接一波的降温措施,政府一再用药让炽热的房地产市场退烧,但似乎没有降低它作为大选课题的热度。

  反对党已瞄准居高不下的房价,准备以此作为竞选课题之一,而身经百战的国家发展部长马宝山也准备应战。一场环绕房价的唇枪舌剑已酝酿多时,正待大选时一触即发。

  准备率领团队到淡滨尼集选区与马宝山正面交锋的国民团结党秘书长吴明盛认为,政府的降温措施没有对症下药,从源头解决问题。

  他一向认为,政府应该以成本价出售新组屋,而不是让售价与市场价格挂钩,再给予购屋者津贴。这样一来,新组屋的价格就会低,而政府无需再给首次购屋者津贴,结束以市场价格售屋,再发放津贴的环环相扣过程。

  至于以成本价卖新组屋是否会摧毁转售市场,导致无人购买二手组屋,吴明盛认为情况不致如此。他说,首次购屋者可买新组屋,组屋转售市场还是会由永久居民及转换屋型者支撑,价格不会骤跌。

  吴明盛说,政府推出的多轮降温措施为市场增加不确定性,也让公众感到混乱,不如一次过从源头解决问题。

  针对政府推出更多新组屋来为市场降温,吴明盛说:“这是亡羊补牢的做法,正是因为他们在几年前少建组屋,现在才要建造这么多新组屋。”

革新党秘书长肯尼思也有同感。他通过电邮接受访说,政府数据显示,2004年至2009年期间,组屋数目仅增加1万1000多个,而2000年至2009年期间,公民及永久居民人数却增加46万多人。在他看来,没有一个降温措施可以解决供需上的显著失衡。

  肯尼思说,房屋课题不能独立来看,因为它与移民及人力政策息息相关。过去10年来,我国人口显著增加,但组屋数目只有增加一些,导致房价的上涨成为无可避免的趋势。

  革新党提倡的解决方案是:减低外籍员工人数以及专注提高国人的生产力及收入,确保国人负担得起房价涨幅。而这与政府目前所做的是一致的。

  该党也提出,允许私人业者与建屋发展局进行更多竞争,因为这有助于提高产品素质及减低价格。

  白沙-榜鹅集选区议员张有福则说,政府的降温措施是为了让市场回稳,使房价不要上升得太快,而它们确实已取得一定成效。

  建屋局数据显示,去年第四季的转售组屋溢价中位数(median COV)达2万3000元,比第三季的3万元少了约23%。组屋转售价格虽上涨2.5%,但是增幅比之前两个季度的平均约4%涨幅来得低。

  张有福相信,无论接下来的房价走势如何,这个关乎荷包的课题还是会在来届大选引发热烈讨论。“即使房价课题已不如之前来得热,反对党还是会以此为热点课题。”

房价降温是双刃剑  虽然降温措施获得购屋者欢迎,张有福认为,推行这些措施其实也有一定政治风险,因为它们抑制资产价格涨幅,直接影响组屋屋主的利益。

  宏茂桥集选区议员殷吉星说,虽然降温措施会影响现有屋主,不过政府也宣布不少大型翻新计划,为各邻里增建基础设施及注入活力,确保屋主的资产有增值空间。

  “这些翻新计划会让房地产增值,但是已不如早期一样会明显影响选票,因为许多人意识到翻新是迟早的事。”他估计,要是大选在今年6月前举行,反对党估计将拿房价作为主要进攻武器之一。如果大选在总统选举之后举行,降温措施已发挥全面效应,那么房价作为武器的“威力”估计会减弱

  殷吉星说,过去两年不少国人都关注房价的上涨,而政府也一再推出降温措施,显示他们已听到民众的声音。

  至于为何要推出多轮的降温措施,殷吉星相信这可能是因为之前的措施未发挥预期效应,同时政府也要避免1997年房价急速下滑的情况重演。当时,政府所下的重药导致私宅价格大幅度下跌,让不少投资者及屋主烧到手。

  房价免不了与大选挂钩,马宝山也做好在大选时上火线的准备。他接受媒体访问时说,印象中每次大选都一定谈及房屋课题,来届大选相信更是如此。

  他最近接受媒体访问时说:“有些事情不由得我们控制,当经济表现好,需求难免上涨,价格也就很高。我们能如何缓解问题呢?我们会尽力,但你不能期望经济增长14%,而房价不上涨。”

选购新组屋弃权率高

  许多人申诉申请组屋难,然而放弃选购新组屋的还是大有人在。

  建屋局保留95%的预购组屋(BTO)、私人组屋(DBSS)及执行共管公寓(EC)给首次购屋者,并增加供应来满足需求。该局去年推出1万7713个预购组屋,今年则会推出高达2万2000个单位。

  预购组屋一般会出现超额申购情况。在去年推出的22个预购组屋项目中,其中15个已完成抽签选购活动,每个单位平均有约6人申购。

  虽然这显示公众对组屋的需求强劲,但放弃选购组屋的大有人在。据建屋局提供给本报的数据显示,首次购屋者的弃权率介于24%到55%。即使是抽签选购活动进行的第一天,可选择的单位仍为数不少时,首次购屋者的弃权率还是高达31%。

  郑鹏勇(27岁,会计助理)说,组屋可是不小的投资,买主有所要求是可以理解的,但也不能过于挑剔。

  他本身无法接受2、3楼的单位,所购买的兀兰单位在5楼,而且还是首次申请预购组屋就“一击即中”。他认为,政府增加组屋供应确实可帮助像他一样的首次购屋者,不过要是能降低组屋价格将更好。

  建屋局年报的数据显示,一间新的盛港四房式组屋在2007/2008财政年的售价介于14万5000元至24万3000元,隔年则是卖19万元至27万 5000元。到了09/10财政年,一个单位的售价介于20万3000元至27万1000元。数据也显示,公众对组屋的需求有起有落。在2006年至 2009的三个财政年,组屋转售交易量保持平稳,每年有约2万9000间组屋转手。

  不过,到了09/10财政年,组屋转售交易量却飙升37.7%至3万9000多宗,新组屋的预定数目也达1万3200个,增幅为33.7%。 无论整体组屋需求的高低,首次购屋者关注的是,自己为何一直买不到组屋。

  陈庆展(31岁,客户服务人员)就是如此。他说,组屋转售市场的现金溢价近期下滑,但依旧超出他的负担水平;新组屋的供应增加了,不过他申请了5、6次,还是无法选择到心仪单位。

  陈庆展无法理解为何夫妻俩都是新加坡人,却一直无法像父母一样顺利买到组屋,因此日前与母亲到建屋局了解原因。

  在他看来,房价肯定会是大选的热门课题。“政府在治安方面做得很好,但是在控制房价及生活成本方面就做得不够。反对党肯定会炒作这些课题。”

  尽管对房价的高涨颇有微言,陈庆展坦言自己还是会支持执政党,因为他们的“整体表现不错”。

组屋转售价居高不下

  组屋转售价格连续5年增加,去年全年增加14.1%,近年最显著的涨幅则是2007年的17.5%。

  组屋价格居高不下,屋主为资产增值感到开心的同时,也开始担心房价高涨的负面影响。

  经营食品厂的陈来添(67岁)在22年前以9万多元买下道义通道的五房式组屋,如今地铁即将来到武吉知马区,使临近组屋价格增加到超过60万元。虽然组屋价格倍增,他不打算把它卖掉,因为到头来还是得以同样高价买下另一间组屋栖身。

  陈来添的孩子已有自己的房子,令他担心的是,孙子长大后是否有能力买组屋。

  “虽然他们的收入会增加,不过物价及房价也上升得很快,直接影响他们买房子的能力。”

  刚拿到新居钥匙的自雇人士陈美如(28岁)则担心,新加坡往后的生活环境会越来越像香港:房价很高,但空间很小。她说,这样的改变可能会影响国人的归属感,让他们萌起移民念头。

  白耀中(50岁,技术员)则庆幸三年前就买组屋。他当时以17万5000元购买盛港的四房式预购组屋,最近听朋友说,榜鹅的四房式组屋价格已上涨到超过26万元。

  “幸好我早点买组屋,不然现在房价这么高,供屋子会很辛苦。”

Does GMS get a hard on when stalked?

GMS is a hard-core attention lover who likes praise being showered on him. He gets a hard-on when forummers express their support for NSP or to him. But the sad part is that when that happens, the praise goes to his head and then he becomes like a spewing dick and that shoots and shoots non-stop, until he starts shooting nonsense and everyone thinks he is a crazy fool. That's why MBT is not afraid of GMS.
