Malaysian PRs: We will never choose S'pore citizenship over PR

PRs do not outnumber locals in key positions in the Civil Service. There are no foreigners in key positions in the civil service. There are some in Stat Board.

May I ask, what is the difference between Civil service and Stat Board? And what is Temasek, GLC, SIA etc.. classified into?

Stat Board were created to allow a degree of autonomy and to operate with less bureaucratic restraint. They are not required to follow civil service rules in hiring and firing staff or in any operations. Its a hybrid of private business drive to profitability and 100% ownership by the state. GLCs are govt linked companies who are usually public listed but in which the Government has significant stake. Examples are SIA, DBS etc

For both Stat boards and GLCs the government can put in place a policy that they have to follow as they own majority stake. For the GLC, even if the govt owns majority stake, any intervention by the govt must follow the Companies Act and any other Act that covers the private sector.

Here is an excellent but weird example of a Stat Board. Peoples Association was formed to fight the communist on the propaganda side. It eventually was used to pay the salaries of ex-communists who also turned up at the ceremony of the MIW book launch. It is now used as vehicle to pay PAP supporters and run PAP campaigns. In this case, it has been thoroughly abused. It does not come under the companies act nor is it listed so it cannot be controlled by various oversight bodies such as SGX or ACRA. Since its not in the Civil Service, PSC cannot touch it on disciplinary matters. Its a basically a prostitute that is used by the PAP.

Sentosa Development Corporation is another. It has failed repeatedly over 3 decades. Millions have gone in and nearly every thing has failed until the casino. It allowed contracts to be awarded within tenders and one beneficiary is a Chairman of a CCC.

In paying PAP supporters through PA, didn't it violate some laws and face the brunt of the people and opposition, when they comes to know about it. Otherwise how do they manage to steer clear and get away from it?
