</TD></TR><TR><TD colSpan=2><HR></TD></TR><TR><TD colSpan=2>The Orchard Road flood shows that even with the pay hikes our minister and top civil servant's pay is still too low to attract and retain top talents and motivate them to perform well.
The solution to the problem is to have another round of pay hikes. Surely the close to many hundreds of millions of losses from the flood can easily justify tens of millions in salary hikes to improve the situation at PUB and Ministry of Environment.
Some time back there was some unhappiness over the case of the perm sec for the ministry going to France to learn french cooking. He has plenty of time to take 5 weeks leave unlike the common peasant workers in Singapore because of his high ability and talent - he can meet all his responsibility and duties easily. We definitely need to pay more to retain such talents and prevent floods in the future.</TD></TR></TBODY></TABLE></TD></TR></TBODY></TABLE>
