Public accounts watchdog flags lapses by govt agencies over management of contracts, revenue

S'pore’s public accounts watchdog found lapses and irregularities across govt agencies in its latest audit, including issues with HDB housing grants and the enforcement of gambling exclusion orders. It also highlighted financial governance issues relating to the development of the new National Cancer Centre S'pore. A total of 136 audit findings were issued and conveyed to audited entities through management letters, the Auditor-General’s Office said in its latest report published on 15 July 2026.

One of the AGO’s findings was that the Ministry of Health did not declare savings of $147.96 million for the National Cancer Centre project. The ministry then used these savings to fund 3 items, 2 of which had previously been rejected by the Development Planning Committee. So "whiter than white" is just a myth. Are senior civil servants following in the footsteps of a few black sheep politicians?

The incompetence of civil servants is staggering. There were major discrepancies in patrol records submitted by a contractor providing carpark enforcement services. HDB’s preliminary estimate was that it had overpaid the contractor $9.7 million for work not performed. This is just another instance of taxpayers' money going down the drain.
