That's my gripe with our immigration policy. You want to bring in immigrants, make it compulsory for them to learn English, our lingua franca. My Malay staff get frustrated trying to communicate with PRC folk and Bangalas and Burmese who can't speak English.
Norway and Sweden have imported lots of refugees - Somalis, Kenyans, Syrians, etc - they're given shelter, taught the native language and have to pass a language test before the government tries to hook them up with a job position commensurate with their skills. (My Somali and Polish drivers in Norway speaks fluent Norwegian, their kids grow up Norwegian, and they don't ever want to go back to their homeland.) Canada and Australia have English proficiency tests that all immigrants must pass to get their PR or citizenship.
