LKY has labeled S'poreans as "daft" which is an accurate description of the 65% who are happy to chew on the bone from the chicken that was forcibly taken from them earlier. The PAP knows that "throwing a dog a bone" works i.e. giving the 65% a minor concession stops them from complaining, even when that is not what they truly want.
