there are many ports situated along the Iran shore facing Gulf of Oman ie outside the Strait of Hormuz
these are shadow water ports can accommodates small vessel 30 million barrel or less
I believes that the US fleet are operating towards the Oman side(safety reason) which is 400Km away from Iranian coastal shore
once these small vessels are filled up, turned off the AIS moved into the Arabian Sea which has an estimated surface area of 3.8 million sq km
It then entered the international water with traffic coming to and from Rea Sea, Indian Ocean, and the Cape of Good Hope .....
the vessels will then off-load to the third country tanker waiting at specified location in the international water
with US fleet of less than 20, dont thinks it is not able to cover it duty over these vast ocean
