By consistently turning in better than budgeted surpluses and presenting surplus budgets, they have made the entire civil service lazy and complacent.
With "guaranteed" salaries and bonuses they are just having an easy life. If they deserve their bonuses, they should be "stretched" to prove their worth. Ministries should be given flat or deficit budgets and be challenged to find cost savings. This way, the country is not growing due to more and more tax collections but from costs savings by the civil service actually working hard to help the country.
Any surplus collections from COE and Stamp duty is then put into the special transfers etc
